Measures for the Administration of Earthquake Early Warning in Shaanxi Province

Article 1 In order to standardize earthquake early warning activities, prevent and mitigate earthquake disasters, and protect people's lives and property safety, these Measures are formulated in accordance with the Emergency Response Law of People's Republic of China (PRC), the Earthquake Prevention and Disaster Mitigation Law of People's Republic of China (PRC), the Regulations on Earthquake Prevention and Disaster Mitigation of Shaanxi Province and other laws and regulations, combined with the actual situation of this province. Article 2 The term "earthquake early warning" as mentioned in these Measures refers to the use of earthquake monitoring facilities, equipment and related technologies to send earthquake early warning information to the area after the earthquake and before the destructive seismic waves reach the area that may be damaged. Article 3 Earthquake early warning shall follow the principles of government leading, overall planning, departmental coordination and social participation. Article 4 The people's governments at or above the county level shall strengthen their leadership in earthquake early warning, incorporate the construction and operation management of earthquake early warning system into the national economic and social development plan at the corresponding level, and include the required funds in the fiscal budget, which shall be borne by the people's governments at or above the county level according to the principle of proportionality between power and responsibility and expenditure. Fifth people's governments at or above the county level shall be responsible for the supervision and management of earthquake early warning work within their respective jurisdictions.

Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective duties, do a good job in earthquake early warning. Sixth to encourage and support citizens, legal persons and other organizations to participate in the construction of earthquake early warning system according to law, to carry out scientific and technological innovation of earthquake early warning, product research and development, application of results and information services. Article 8 The competent department of earthquake work in the province shall, according to the national earthquake early warning system construction plan and related requirements, organize the preparation of the earthquake early warning system construction plan, and incorporate it into the province's earthquake prevention and disaster reduction plan, and organize its implementation after the approval of the provincial people's government.

No unit or individual may release earthquake warning information to the society in any form. Seventeenth people's governments at or above the county level and their relevant departments shall, after receiving the earthquake early warning information, do a good job in earthquake disaster prevention and emergency response in accordance with the provisions of the earthquake emergency plan. Article 18 Schools, hospitals, commercial centers and other crowded places in key earthquake monitoring and prevention areas shall establish technical systems and emergency mechanisms for receiving and broadcasting earthquake early warning information, and take corresponding risk-avoidance measures after receiving earthquake early warning information. Nineteenth earthquake early warning system operation management units and earthquake early warning information receiving units shall strengthen the maintenance and management of earthquake early warning facilities, devices and systems to ensure the normal operation of the earthquake early warning system. Twentieth any unit or individual shall not occupy, damage, dismantle or move the special facilities of earthquake early warning system without authorization, and shall not endanger the observation environment. Twenty-first provincial earthquake authorities are responsible for monitoring the management and service of real-time data information.

The stations (points) included in the province's earthquake early warning system shall transmit the monitoring data information of the earthquake early warning system to the provincial earthquake work department in real time.
