Chen Jiageng, a patriotic overseas Chinese leader and educator, founded Jimei Learning Village and actively advocated water sports. From 1953 to 1955, he personally supervised the construction of ten dragon boats and built Jimei Dragon Boat Pool. 1950, he built a dike on the beach and reclaimed the outer pool, middle pool and inner pool. The outer pool is commonly known as "Dragon Boat Pool". Longzhouchi is 300 meters wide and 800 meters long, with a total area of 240,000 square meters. There are seven pavilions with different styles in Chi Pan, namely, Nanhui, Chang Gung, Zuo, You, Feng and Yuan.
