3. Have a nationally recognized education (if the education in the job list is clearly "full-time ordinary colleges and universities", it does not include part-time ordinary colleges and universities at the same level or above) and have the qualifications required for the position to be applied for;

(2) The following persons shall not be registered
1. Do not adhere to the Party's basic line, and do not agree with the CPC Central Committee on major political issues;
2. Party discipline and administrative sanctions have not been lifted;
3. Being expelled from public office;
4. Being dismissed for less than 5 years;
5. Those who have received criminal punishment (or reeducation through labor) for crimes (including those who are serving sentences);
6. Bad behaviors such as moral corruption, hooliganism and theft;
7 suspected of violating the law and discipline is under review;
8. Graduates facing a specific industry or unit who are still in the job at the time of registration (including those who have signed up for the 2020 annual plan);
9. Civil servants in Qiandongnan Prefecture, staff members of institutions managed according to the Civil Service Law, official cadres of institutions (except workers and staff) and those who have resigned for less than 6 months (the calculation time is as of this registration);

This talent introduction activity is carried out in accordance with the procedures of information release, qualification examination, expert review interview (interview, professional evaluation), research approval, physical examination, political examination, publicity, employment approval and so on. Through the designated website (see attachment), the relevant information such as the number, qualification conditions and so on will be published, and candidates are invited to pay attention to the relevant information of imported talents through the website corresponding to the position to be applied for.
(1) Registration and qualification examination
Registration and qualification examination time: April 4, 2020 from 9:00 to April 30 17:00.
Registration and qualification examination methods:
1. The applicant sends relevant information to the e-mail address of :295835200@qq.com.
2. The registration materials include: ID card, graduation certificate, degree certificate, teacher qualification certificate, other qualification certificates required for applying for the post, letter of commitment in good faith (signed by fingerprint) and other scanned copies and electronic registration forms; At the same time, submit the electronic version of the same bottom bareheaded color ID photo; Those with professional performance materials can be provided together, and those without can be ignored. (Full-time college graduates in 2020 can provide scanned employment recommendation forms)
The county human resources and social security bureau is responsible for the registration and qualification examination of talents in urgent need, and those who pass the qualification examination will enter the review. Those who fail the examination shall not enter the next review stage.
Qualification examination runs through the whole process of talent introduction. If it is found that candidates violate discipline, the materials are not standardized, they provide false information or do not meet the requirements for applying for the position, no matter at what stage, their qualifications for applying for the position will be cancelled.
(2) Organizing expert review.
The evaluation is conducted by interview (interview, professional evaluation) (hereinafter referred to as "interview"), which mainly examines whether the main achievements (achievements, patents, papers, awards, etc.) and other relevant materials provided by the participants are true, and examines their comprehensive quality application ability and ability to adapt to the work of the cited positions. The evaluation and interview questions are determined by the employer and the competent department according to the professional needs of the recruitment position and in accordance with the relevant regulations and procedures. Candidates who participate in the interview can only enter the follow-up link if the interview score reaches 70 or above.
The specific time and place of qualification review and interview will be notified separately.
(3) Research and approval
After the interview of talent introduction, the county organizes the human and social departments to summarize and review the relevant information of the candidates to be introduced and submit it to the leading group for research and approval. Approved candidates to be introduced shall sign a talent introduction agreement with the employing unit (or competent department).
After the signing of the agreement, those who refuse to participate in the follow-up links or fail to report to the employer without justifiable reasons will be included in the bad credit record of the personnel examination in Qiandongnan Prefecture in addition to fulfilling the liability for breach of contract, and may not participate in the recruitment examinations of various institutions in Qiandongnan Prefecture within three years.
(4) Physical examination

The physical examination shall be arranged by the human resources department of the county-level organization (or the competent department of the employer) in the general hospital at or above the county level, and the physical examination shall be conducted within the specified time and the physical examination conclusion shall be issued. The physical examination conclusions and appraisals of other hospitals will not be recognized. The specific time of physical examination shall be separately determined by the county human resources and social security bureau and informed to the candidates, and the medical examination expenses shall be borne by the candidates themselves.
(5) Investigation
Those who pass the physical examination are listed as the objects of investigation, and the relevant work is carried out in accordance with the implementation plan and relevant regulations. The political examination and investigation of full-time college graduates in 2020 can be postponed until the candidates obtain the corresponding graduation certificate (degree certificate) in 2020 (no later than 65438+3 1 day in February 2020; Foreign academic qualifications must obtain graduation certificates and corresponding certifications within the specified time).
(6) Employment approval
Those who pass the registration, interview, physical examination and political examination are determined to be candidates. Publicize the personnel to be hired on the corresponding designated website (see annex) for 7 working days. If there is a report during the publicity period and it is verified that there are serious problems affecting employment, the employment qualification will be cancelled. If it is difficult to verify for a while, it will be verified and concluded before deciding whether to hire.
After publicity without objection, the employing unit shall fill in the Examination and Approval Form for the Employment of Managers and Professional and Technical Personnel in Institutions (in triplicate), submit the relevant materials such as receiving opinions and assessment materials to the competent department, and then report to the Qiandongnan Human Resources and Social Security Bureau for employment examination and approval procedures according to the cadre management authority and prescribed procedures.
At the same time, candidates admitted to several counties (cities, districts) or state-owned institutions (including Kaili College and Qiandongnan National Vocational and Technical College) this year can choose, but they must make a choice before the State Human Resources and Social Security Bureau officially approves the employment. (four) the intelligence introduction units and their competent departments should strictly follow the prescribed conditions, standards and working procedures to prevent violations of discipline. If there is any violation of discipline and favoritism in the work, once it is discovered and approved, the qualification of the person to be hired will be cancelled. Discipline inspection and supervision departments will seriously investigate and deal with it, and hold relevant personnel accountable according to relevant regulations.
