First, the typhoon is the strongest. Against the background of this year's El Niño outbreak, Rammasun entered the South China Sea after forming from the Western Pacific. It accumulated energy as it went and turned from a typhoon into a super typhoon in just 42 hours. When it landed in Guangdong, the wind speed near the center reached 60 meters per second. , the minimum pressure is 910 hPa, these two indicators representing the intensity of typhoons, both exceed the extreme values since the record of typhoons in Guangdong.
Second, there are the most landing places. A typhoon made landfall in three provinces in South China, plus the Philippines, making it a total of four landfall sites, which is rare in history. This is mainly because Rammasun has been traveling northwest since it was generated, forming a tangent with the coastal land direction of Guangdong, Hainan and Guangxi. Most of the places covered by typhoons are oceans, which is conducive to the accumulation of energy, but the small land area will not It weakens its intensity too quickly, which is conducive to its landing again.
The third is the highest emergency level. The provincial government issued an emergency mobilization order for defense work for the first time on the 18th. In response to the extreme Rammasun, the Guangdong Provincial Major Meteorological Disaster Emergency Command Office upgraded the typhoon emergency response level to the highest level I at 22:30 on July 17, and the Provincial Defense Directorate also upgraded the typhoon emergency response at 10:00 on the 18th. The response was upgraded to Level I. The highest level of emergency response Level 1 has been activated successively, which is also a very rare situation in our province.
When a general (Level IV) incident occurs, the deputy commander and office director of the Municipal Defense Command decides to initiate a Level IV emergency response and implement Level IV emergency response actions.
(1) The executive deputy director of the Municipal Prevention and Control Office organizes consultations with the municipal emergency management, water conservancy, meteorology, natural resources planning, agriculture and rural areas, maritime affairs and other departments.
(2) The Municipal Defense Directorate issues a notice on defense work, and the Executive Deputy Director and Deputy Director of the Municipal Defense Directorate Office are on duty.
(3) The deputy commander and office director of the municipal defense command will contact the relevant district and county (city) defense commanders for mobilization and deployment as appropriate.
(4) The Municipal Meteorological Bureau will report weather forecast results at least twice a day, and update the forecast at any time when there are significant changes in weather conditions through monitoring and analysis.
(5) The Municipal Water Conservancy Bureau shall report flood forecast results at least twice a day.
(6) The Municipal Natural Resources Planning Bureau reports the monitoring and forecasting results of geological disasters, storm surges, and waves twice a day, and provides real-time surveying and mapping geographic information technical support based on demand.
(7) Member units of the Municipal Defense Index report work developments to the Municipal Defense Index at 15:00 every day.
(8) The county-level prevention director in areas affected by floods and typhoons will report incident progress and work dynamics to the municipal prevention director at 15:00 every day, and report sudden disasters and dangers in a timely manner.
