Principle of power and responsibility distribution of competitive organizations

(1) Divide into groups according to the number of participants, the number of runways, the number of competitions, the way of admission and the number of referees, and each group shall be as equal as possible.

(2) Athletes in the same event and unit should try to avoid being in the same group.

(3) The number of people in each group of non-runway events shall not exceed 2 times of the number of people on the runway.

(4) When running the team finals for a long distance, generally, those with good results are all in one group.

(5) The track events in the one-time finals are grouped according to the results.

(6) When the all-around events are grouped.

(Track) There should be more than 5 people in each group. But not less than 3 people. In the last track event, athletes with more points in the previous events should be grouped together.

(7) Field events are generally not divided into groups, and the competition order is decided by the general assembly by drawing lots.
