1, principle of citizen's name registration

Names are written symbols for citizens to recognize each other, personal identification of citizens, and the basis for public security organs to carry out population management.

(1) Registration of citizen's surname. When a newborn baby applies for birth registration, its surname should be the father's surname or the mother's surname.

(2) Registration of citizens' names. When registering a citizen's name, the police station shall fill in the name with simplified Chinese characters published by the State Council, except for different surnames. 2. Renaming conditions

(1) A citizen who meets one of the following conditions may apply for registration of change of surname.

4, change the name of the required materials

5. Preventive measures

(1) When dealing with citizens' applications for renaming, we should adhere to the principle of respecting citizens' wishes and controlling them, and strictly control adults' renaming.

(2) In principle, citizens can only change their names once.

(3) An adult applying for a name change may not change it without sufficient and reasonable reasons.

(4) If the husband and wife need to change the names of minor children after divorce, they must obtain the consent of both husband and wife. According to the spirit of the Supreme People's Court's "Several Specific Opinions on People's Courts Handling Children's Support in Divorce Cases" and other related documents, if a couple needs to change the names of minor children after divorce, they must consult together and submit a written application to the public security organ, which will handle it. If the whereabouts of one parent of a minor child is unknown, the father or mother shall issue a letter of guarantee or apply to the people's court for declaring the other parent missing. If one party obtains the change of the child's name because of concealing the divorce fact from the public security organ, the other party requests to restore the child's name, and if the divorce parties fail to negotiate, the public security organ shall restore it.

(7) After the adoptee changes his surname due to adoption, when registering his next generation, his surname can only be determined according to the existing surname of the adoptee and his wife. If the next generation of the adoptee requests to restore the adopted person's original surname (if the adopted person's surname belongs to the ancestor), it shall be handled with the application of himself or his guardian (minor), the certificate of the adopted person's original surname, the consent of the adopter and the household registration book, and the approval of the county public security bureau.

6, examination and approval authority

Minors who change their names shall be examined and approved by the person in charge of the police station, and those who return their ancestral names and adults who change their names shall be examined and approved by the county public security bureau.

7. Processing time limit

Minors change their names within 3 working days after accepting the application; "Huizu surname" and the name change of adults will be settled within 30 days after accepting the application.
