Chapter I General Provisions Article 1 These Measures are formulated to strengthen the management of dikes along the Yangtze River and Huaihe River and ensure the safety of people's lives and property. Article 2 These Measures shall apply to the dikes of the main stream of the Yangtze River and Huaihe River and its adjacent reaches in our province, as well as the related flood storage and detention areas, production dikes, external dikes and Jiang Xinzhou dike projects. Measures for the administration of dikes in inland rivers and lakes shall be formulated by the relevant cities and counties according to the actual situation and with reference to these measures. Chapter II Management Organization Article 3 According to the principle of hierarchical management, the Provincial Water Resources Department has set up the Yangtze River and Huaihe River Regulation and Prevention Bureau. The counties along the Yangtze River and Huaihe River set up repair and defense sub-bureaus or repair and defense offices. Whether the Ministry and the city set up a separate repair and prevention institution shall be determined by the localities themselves; If it is not established separately, the Water Conservancy Bureau shall be responsible for the repair and prevention business. Management personnel should be relatively stable, and scheduling and deployment should be approved by the maintenance and prevention department at the next higher level. Article 4 Counties and state farms along the Yangtze River and Huaihe River basins shall divide rivers and dikes into sections and set up repair and prevention sections for management. Relevant factories, mines, enterprises and other units shall undertake the tasks of restoration, prevention and management according to the length of dikes. Large and medium-sized culverts have special management institutions, and small culverts are managed by repair and prevention sections. Sluices of irrigation and drainage stations and industrial and mining enterprises along the embankment shall be maintained, protected and managed by irrigation and drainage stations or industrial and mining enterprises, and the maintenance and protection department shall be responsible for business guidance. Article 5 In the area along the dike, the cooperative has set up a river dike management committee, the brigade has set up a repair and prevention management group, and a dike guard team has been set up every two kilometers or so. If all the income from dike production belongs to the state, the remuneration shall be paid by the state; If the state shares the income with the commune, it shall be paid by the commune. Chapter III River Management Article 6 Without approval, no structures such as dams, docks, slipways, bridges, highways, warehouses, pump houses, pipelines, houses, fences, channels and vertical kilns may be built. It may be built in rivers and Huaihe River. The construction unit shall be responsible for the demolition of the completed water-blocking and flow-picking buildings. If the bank collapses due to construction projects, the construction unit shall be responsible for revetment. Article 7 Without approval, reclamation shall not be carried out in river courses, Huai land and flood diversion and storage areas. Huaihe dike should be treated according to the requirements of national obstacle removal. Outside the Yangtze River levee, there are dikes in Huaihe River and Jiang Xinzhou, and the elevation of the top of the dike shall not exceed the local 1949 measured flood level by one meter; In case of catastrophic flood, the flood discharge needs should be obeyed. Article 8 The construction of buildings above the ground, such as Zhuangtai and electromechanical stations, in flood storage and detention areas shall be uniformly planned by the regional administrative office and the Municipal Water Conservancy Bureau, and submitted for approval according to regulations. Construction of roads, ditches, etc. Crossing the flood discharge area shall not be higher than 30 cm above the ground. It is not allowed to build factories and enterprises in flood areas and plant tall trees such as reeds, grasses and strips and water-blocking plants. Article 9 It is forbidden to plant high-pole water-blocking plants in the floodplain and flood diversion channel outside the Huaihe River wave protection forest; If you plant crops such as wheat and beans, you must leave a beach of more than ten meters by the river to prevent soil erosion. The water-blocking plants that have been planted shall be cleared in accordance with the national requirements for clearing obstacles. Article 10 It is forbidden to destroy forests and reclaim land on the beaches of the Yangtze River, and the reclaimed beaches should be gradually stopped to restore forests and reeds. Eleventh it is forbidden to dump into the river or pile up ash, garbage and other debris on the river beach, and it is forbidden to discharge sewage that exceeds the national standard. Offenders shall be dealt with according to the Environmental Protection Law of People's Republic of China (PRC) and the relevant provisions of our province. Chapter IV Management of Embankments Article 12 There shall be berms on both sides of embankments. All berms, waste dikes, mounds, borrow ponds and embankments retained or requisitioned in the past are owned by the state and managed by the maintenance and prevention department. Newly-built dikes and dike sections without dike protection areas shall be designated by the relevant municipal and county people's governments according to the design standards: the waterfront side of the Yangtze River dike is 50 meters away from the toe of the dike, and the backwater side is 30 meters away from the toe of the dike; The waterfront side of the Huaihe River levee is 30 meters away from the toe, and the backwater side is 20 meters away from the toe. The dike expansion area in dangerous areas should be widened appropriately. Article 13 Reclamation, grazing, shoveling turf, taking soil, washing sand, digging pits, building houses, digging dikes to build roads, burying, ditching and other activities endangering the safety of dikes are prohibited. Within the range of 100 meters inside and outside the dike (more than 200 meters in the sand base section), it is not allowed to enter, erect kilns, dig air-raid shelters or build water storage projects. Trees are not allowed to be planted on dams and seepage platforms. Fourteenth it is strictly forbidden to cut down dike trees, slope protection grass, strips, reeds and other wave-proof plants at will. Protect all kinds of protection works, survey marks, milestones, boundary markers, navigation signals, hydrological observation and communication facilities. Article 15 Embankments are generally not highways. If it is necessary to use the embankment to build roads, it should be submitted for approval according to regulations, and the traffic department will pave the road and be responsible for maintenance. When winding flood control or heightening and strengthening dikes, roads should obey the needs of dikes. On the top of the unpaved embankment, it is forbidden to notify other motor vehicles except flood control vehicles. If it is really necessary to issue a notice, it must be approved by the dike management department and pay the dike maintenance fee. Maintenance fee standards shall be formulated by the municipal and county people's governments. Article 16 Without approval, the Huaihe River embankment shall not be raised or enlarged in section. The Huaihe River flood dike shall be fully opened at the entrance and exit gates according to the specified position, elevation and width, and shall not be raised. People's governments at all levels should properly arrange the production and life of people in flood storage and detention areas. Chapter V Management of Culverts and Sluices Article 17 The management unit of culverts and sluices shall formulate management norms, operating rules and control measures, and strictly implement them. Only the directly competent department has the right to issue culvert control orders, and no unit or individual may interfere.
