In the late Qing Dynasty, Xihuamen Street once became the political center of the country. In 1900, the Eight-Power Allied Forces invaded Beijing, and Empress Dowager Cixi and Emperor Guangxu fled west to Xi'an. After coming to Xi'an, Empress Dowager Cixi first lived in the South Courtyard. However, she felt that the environment in the South Courtyard was not good, so she moved to the North Courtyard to oversee the Yamen. From then on, the North Courtyard was called the "Palace".

Cixi (November 29, 1835 - November 15, 1908) was Empress Xiaoqinxian, Yehenala, the concubine of Emperor Xianfeng and the biological mother of Emperor Tongzhi. An important political figure in the late Qing Dynasty and the actual ruler of the late Qing Dynasty.

During the Republic of China, the North Courtyard was still a political center in Xi'an City. The Shaanxi Provincial Government and the Xi'an Municipal Government were stationed here successively. The importance is self-evident. After the Revolution of 1911, Zhang Fenghui and Lu Jianzhang lived in the Beiyuan. In 1921, Feng Yuxiang also lived here when he was supervising the army in Shaanxi.

According to "Xi'an City Chronicles", from the first year of the Republic of China (1912) to the 16th year of the Republic of China (1927), there were successively Shaanxi University Hall, Shaanxi Governor's Office, Shaanxi Governor's Office, Shaanxi Inspector's Office, The Shaanxi Provincial Governor's Office, Shaanxi Provincial Government, and Xi'an Municipal Government are located here. After liberation, the Xi'an Municipal People's Government was located on Xihuamen Street until February 2011, when the municipal government moved north.

In October 2012, the Lianhu District Committee and District Government of Xi'an City, China moved to the former municipal government compound on Xihuamen Street.
