In May 1949, eastern Zhejiang was liberated, and Ningbo City was established in the urban area of Yin County, and the urban area was the residence of the Ningbo Special Administrative Office.
In 1983, the special agency was abolished and a city-governed county system was implemented. With the development and construction of Beilun's deep-water port,
it was approved by the State Council in 1987 and became a city under separate state planning.
