Legal basis: Article 4 of the Measures for the Administration of Agency Bookkeeping meets the following conditions at the same time: (1) It is an enterprise established according to law; (2) There shall be no less than three full-time employees; (3) The person in charge of bookkeeping business has the professional and technical qualification of accountant or above or has been engaged in accounting work for more than three years, and is a full-time person; (4) The bookkeeping business is internally standardized and sound. Employees of bookkeeping agencies should have basic accounting knowledge and professional skills, be able to handle basic accounting business independently, and be independently evaluated and recognized by bookkeeping agencies.
