At the same time of Zhou Pingwang's succession, the younger brother of warlord Guo Shifu was the son of heaven, known as King Xie of Zhou in history, and the two kings were tied in the Zhou Dynasty. When Zhou Pingwang moved eastward, Qin Xianggong, the monarch of Qin State, made great achievements in fighting when Remnant Rong attacked the Zhou Dynasty, and sent troops to escort him to move the capital, so he promoted Qin Xianggong as a vassal and gave him the land west of Qishan (now Fengxiang County, Shaanxi Province) captured by Xirong, saying, "Xirong is cruel and ruthless, plundering our ambiguous and rich land, as long as Qin State can attack and drive Xirong away, and if Qin State captures these lands, it has made an oath with. Soon, Qin captured the area west of Qishan, and Qin began to develop.
Another important reason for "moving eastward" was the serious natural disasters at that time. According to historical records, in the last years of Wang Xuan, the Guanzhong area in northwest China suffered from drought year after year, and Luochuan, Jingchuan and Weisanchuan all dried up, which seriously affected agricultural production. At the same time, earthquakes and landslides occurred in Qishan area, which seriously threatened the production and life of ordinary people. According to the theory of Yin-Yang and Five Elements, the father of Mrs. Zhou's teacher Boyang thought that this was a sign that Zhou would die. In addition, in the early years of the Western Zhou Dynasty, Duke Zhou camped in Luo, which also created favorable conditions for moving eastward.
