Article 2 These Measures shall apply to artificial weather modification and management activities within the administrative area of this city. Article 3 The term "artificial weather modification" as mentioned in these Measures refers to the scientific development and utilization of aerial cloud water resources to prevent or mitigate meteorological disasters, and to artificially influence the physical and chemical processes of the local atmosphere through scientific and technological means under appropriate conditions to achieve increased rainfall. Article 4 The municipal and county people's governments shall strengthen the leadership, organization and coordination of artificial weather modification work, and incorporate the development of artificial weather modification work into the national economic and social development plan. Article 5 A plan shall be formulated to carry out artificial weather modification work. Artificial weather modification work plans shall be prepared by municipal and county meteorological authorities in consultation with relevant departments at the same level, and shall be implemented after approval by the people's government at the same level. Article 6 Municipal and county meteorological authorities, under the leadership of the people's government at the same level, are responsible for the organization, implementation and guidance of artificial weather modification work within their respective administrative regions.
Relevant departments such as development and reform, public security, civil affairs, finance, environmental protection, urban planning and management, transportation, water conservancy, safety supervision, and communications should cooperate with the meteorological authorities in the work related to artificial weather modification according to the division of responsibilities. . Article 7 Artificial weather modification work carried out in accordance with the weather modification work plan approved by the municipal and county people's governments is a public welfare undertaking. The required funds shall be included in the fiscal budget of the same level.
Funds for artificial weather modification work should be used exclusively for infrastructure construction, technology development, personnel funding, consumable purchase, operation command and operation guarantee for artificial weather modification work. Organizations engaged in artificial weather modification operations shall provide personal accident insurance for personnel performing artificial weather modification operations. Article 13: No organization or individual may occupy or destroy equipment and facilities for artificial weather modification operations, or interfere with the communication channels for artificial weather modification operations. Article 14 When carrying out artificial weather modification operations, the meteorological stations at the operation site shall provide meteorological monitoring, analysis, intelligence, forecast and other information in a timely and free manner; civil affairs, agriculture, water conservancy, forestry and other relevant departments shall provide disaster, hydrology, fire protection and other information in a timely and free manner. The People's Government agrees and reports to the provincial meteorological authority to organize procurement in accordance with relevant national regulations.
The equipment specified in the previous paragraph of this article is prohibited from being purchased and transferred to non-weather modification organizations without authorization, and may not be used for activities unrelated to artificial weather modification.
