Measures of Guiyang Municipality on Lightning Protection and Disaster Reduction

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the provisions of relevant laws and regulations and the actual situation of this Municipality in order to strengthen lightning protection and disaster reduction and protect the safety of state property and people's lives and property. Article 3 These Measures shall apply to lightning protection and disaster reduction activities within the administrative area of this Municipality. Article 4 The municipal competent meteorological department shall organize the lightning protection and disaster reduction work in the whole city, and be responsible for the lightning protection and disaster reduction work in Nanming District, Yunyan District, xiaohe district and other areas without the competent meteorological department.

The competent meteorological departments of other districts and counties (cities) are responsible for lightning protection and disaster reduction within their respective administrative areas.

Planning, construction, production safety and other administrative departments shall, in accordance with their duties, cooperate in lightning protection and disaster reduction. Article 5 The competent meteorological department shall perform the following duties:

(1) Lightning monitoring and forecasting;

(two) responsible for the design review of lightning protection devices and the completion acceptance of lightning protection devices;

(three) to supervise the detection of lightning protection devices;

(four) to carry out popular science propaganda, scientific and technological consultation, education and training of lightning protection and disaster reduction;

(5) Organizing scientific research and technical popularization of lightning disaster prevention. Chapter II Disaster Prevention Article 6 People's governments at or above the county level shall organize the preparation of lightning protection and disaster reduction plans and incorporate them into the overall urban planning.

The competent meteorological department shall, according to the lightning monitoring situation, carry out lightning forecasting work and timely forecast the time and key areas of lightning occurrence to the society; Combined with the characteristics of lightning disasters, organize the preparation of emergency plans for lightning disasters in the region, and report them to the people's government at the same level for approval before implementation. Article 7 The competent meteorological department shall organize lightning strike risk assessment for construction projects that need lightning strike risk assessment, such as explosive dangerous environment. The construction unit shall, according to the evaluation results, take timely measures to eliminate potential safety hazards.

The competent meteorological department shall announce to the public the projects that need lightning strike risk assessment; Organize lightning strike risk assessment, and shall not charge fees to the construction unit. Eighth units suffering from major lightning disasters shall immediately report the disaster to the local competent meteorological department. The competent meteorological department shall publish the address and telephone number.

After receiving the report, the competent meteorological department shall immediately organize investigation and appraisal, and make a lightning disaster appraisal within 10 days, and submit it to the people's government at the same level and the competent meteorological department at a higher level. Ninth lightning disaster identification shall include the following contents:

(a) the time, place and cause of the accident;

(2) Casualties and economic losses;

(3) Evaluation conclusion;

(4) rectification opinions. Tenth major lightning disasters, the local people's government shall, in accordance with the emergency plan, take the following measures:

(1) Sending rescue workers;

(two) to inform the relevant areas of disaster information;

(3) Organizing weather modification operations;

(4) Transferring and evacuating the victims;

(five) to ensure the necessary living facilities and food supply for the affected people;

(six) do a good job in on-site emergency medical treatment and maintain social order;

(7) Eliminate hidden dangers. Chapter III Lightning Protection Works Article 11 Lightning protection devices shall be installed in the following places and facilities:

(1) Class I, II and III buildings and structures specified in the national code for lightning protection design of buildings;

(2) Other places and facilities as prescribed by laws and regulations.

Where the relevant units and individuals require the installation of lightning protection devices, the competent meteorological departments shall guide and help them to do a good job in service. Twelfth lightning protection device construction investment, should be included in the construction project budget; Lightning protection devices shall be designed, constructed, accepted and used simultaneously with the main project. Thirteenth lightning protection engineering design, construction and testing units and personnel shall obtain qualifications and qualification certificates in accordance with state regulations, and engage in the design, construction and testing of lightning protection devices within the scope of qualification grade.

The competent meteorological departments, planning, construction and other administrative departments and their staff shall not designate the design, construction and testing units of lightning protection projects for the construction units. Fourteenth lightning protection device design must be audited by the local competent meteorological departments, without audit or audit unqualified, shall not be delivered to the construction.

To apply for lightning protection device design review, the following materials shall be submitted:

(1) an application;

(two) lightning protection device design, construction drawing;

(3) Technical evaluation opinions;

(four) lightning protection device testing plan.

For projects that need lightning strike risk assessment, a lightning strike risk assessment report shall be submitted. Fifteenth competent meteorological departments shall make a written decision within 20 days from the date of receiving the application for design review of lightning protection devices. Qualified, issued a "lightning protection device design approval"; Unqualified, issued a "lightning protection device design modification opinion".

The applicant shall make modifications according to the design modification opinions of lightning protection devices, and then re-apply.

The construction unit shall carry out the construction in accordance with the approved design drawings. If the design drawings really need to be changed, they must be submitted for approval in accordance with the prescribed procedures. Sixteenth construction units shall apply for the acceptance of lightning protection devices in accordance with the provisions, and shall not be put into use without the acceptance of the local meteorological authorities or unqualified acceptance.

To apply for the completion and acceptance of lightning protection devices, the following materials shall be submitted:

(1) an application;

(two) "lightning protection device design approval";

(3) Completion drawing of lightning protection project;

(4) Lightning protection device test report.
