1. Affirm achievements, recognize the situation, and effectively enhance the sense of responsibility and urgency for environmental protection work
Over the past year, the city has resolutely implemented various central and provincial policies on environmental protection. Decision-making and deployment were carried out to optimize economic development and promote improvement of people's livelihood through environmental protection. Effective progress was made in pollution reduction and rectification of key industries and areas, and all goals and tasks were fully completed.
(1) The city’s environmental quality continues to improve. In 2012, the number of days with excellent ambient air quality in the urban area was 319, exceeding the provincial target of 292 days; the average concentration of respirable particulate matter (PM10) in the urban air dropped by 6% compared with the same period last year, and the daily average values of SO2 and NO2 were lower than last year. Further reduction; the average urban dustfall is 12.7 tons/square kilometer per month, which is significantly lower than the national recommended standard of 18 tons. (2) The task of reducing the total amount of pollutants was successfully completed. We actively promoted the annual pollution reduction project promotion activities, and 191 key emission reduction projects were basically completed and put into operation. 23 outdated production technology and equipment were closed down and eliminated, and the clean production audit tasks of 10 enterprises were completed. The upgrading and renovation projects of sewage treatment plants in Linzhou City and Tangyin County passed inspection and acceptance, and the Beixiaozhuang sewage treatment plant was completed and put into trial operation; the Hezongcun sewage treatment plant in Linzhou City achieved partial reclaimed water reuse. Agricultural pollution reduction work has been fully launched, and 143 livestock and poultry breeding enterprises have implemented pollution control facilities. After preliminary approval, in 2012, the city's chemical oxygen demand, ammonia nitrogen, sulfur dioxide, and nitrogen oxide emissions dropped by 8.19%, 5.77%, 6.41%, and 4.45% respectively.
(3) Comprehensive environmental improvement has achieved remarkable results. The "Clean Water Project" and "Blue Sky Project" were further promoted, the city's surface water environment quality continued to improve, and the People's Congress bill on urban dust control was successfully concluded. In the dust control work, the Municipal Environmental Protection Bureau, Housing and Urban-Rural Development Bureau, Transportation Bureau, Administrative Law Enforcement Bureau, and Environmental Sanitation Department each performed their respective responsibilities and cooperated closely. The Municipal People's Congress conducted supervision, inspections, and on-site guidance many times, making this work a success. (4) The rural ecological environment is further strengthened. (5) Effectively solve people’s livelihood and environmental problems. Throughout the year, 115 cases of environmental violations were registered and punished, and 10 proposals from the National People's Congress and the CPPCC were handled. The visit rate, satisfaction rate, and timely completion rate of representative members were all 100%; 1,551 letters and complaints were accepted, and the acceptance rate and return visit rate were The on-schedule completion rate is 100%, and the public satisfaction rate is 100%. Properly handled the "12·31" aniline leakage in Changzhi City that caused water pollution in our city. After this incident occurred, our city quickly launched an emergency plan, overcame the difficulty of receiving information late, responded scientifically, and dealt with it decisively, effectively controlling the development of the situation and maintaining overall social stability. (6) Environmental supervision will be further strengthened. In response to the actual situation of heavy development tasks and high pressure on environmental protection work, the frequency and coefficient of environmental supervision in the city have been further increased. The review of budget indicators for 640 key enterprises was comprehensively promoted and the provincial total budget indicator target was completed.
The planning environmental impact assessment of industrial clusters, industrial parks and industrial concentration areas has been further strengthened. The city has approved 640 construction projects and rejected 17 high-pollution and high-energy-consuming projects that are not in compliance with environmental protection industry policies, effectively promoting the city's industry Structural optimization and upgrade.
Over the past year, our city’s environmental protection work has made great progress, and the results are obvious to all. But at the same time, we must also clearly realize that our city’s environmental situation is still severe and we still face many outstanding problems. First, from the perspective of economic structure, the city's industrial structure is not reasonable, and the structural, compound, and compressed environmental problems that have been formed for many years are being concentrated. How to tap the potential and ensure the environmental capacity of project construction is facing greater pressure. Second, from the perspective of pollution composition, environmental pollution such as surface water pollution, air pollution, and garbage pollution have not been effectively controlled. Coupled with problems such as motor vehicle exhaust pollution, construction and road dust, and oil fume pollution, the compound environmental pollution problem is still relatively large. protrude. Third, from the perspective of regional development, rural environmental protection is lacking and inadequate, agricultural non-point source pollution is a prominent problem, and the collection and treatment mechanism for rural domestic sewage and domestic garbage is not perfect. Fourth, from the perspective of environmental protection tasks, according to the new "Ambient Air Quality Standards" evaluation, the city's air quality compliance rate will drop significantly, making it more difficult to complete the annual target tasks. Fifth, from the perspective of specific environmental issues, since this year, environmental safety incidents have become more frequent due to persistent haze weather, Shanxi aniline leakage water pollution accidents, cadmium pollution in the Hong River, and chromium pollution in the Anyang River, which have seriously affected our emergency response and disposal capabilities. A severe test was posed. In the first quarter of this year, ammonia nitrogen exceeded the standard many times in the river sections out of our city, which was notified by the province. These problems urgently require us to take effective measures to solve in our future work.
At present, the central government has elevated the construction of ecological civilization to a five-in-one strategic level. The people have increasingly higher requirements and calls for improving the space environment, atmospheric environment, water environment and reducing noise. many. 2. Clarify tasks, highlight key points, and do a solid job in various environmental protection tasks this year

(2) Implement the "Clean Water Project" and comprehensively deepen the comprehensive improvement of key river basins. 3. Effectively strengthen safeguard measures to promote environmental protection work
