Hunan and Hubei were not called Hunan and Hubei in the Ming and Qing Dynasties, but called Huguang, also known as the two lakes region. In the Yuan Dynasty, Hunan, Hubei, Guangxi, Hainan, most of Guizhou, a part of Sichuan and Leizhou Peninsula in Guangdong were all under the jurisdiction of Zhongshu Province in Huguang and other places. In BC11/year (the sixth year of Ding Yuan in the Western Han Dynasty), Liu Che, the Emperor of the Han Dynasty, was very happy after the Han army pacified Lingnan (now a small part of Guangdong, Guangxi and Hunan). In order to consolidate the existing achievements and stabilize the people's hearts, Liu Che, Emperor Wu of the Han Dynasty, issued an imperial edict, saying, "At the beginning of opening Guangdong, it is advisable to spread benevolence and trust", which means that local officials should use the favor of the imperial court to govern Lingnan area and let the local people live and work in peace and contentment.

Later, in order to please the emperor, Lingnan officials named Guangxin County (the former address of Guangxin County, now Wuzhou City, now Fengkai County, Guangdong Province). In the Song Dynasty, for the convenience of management, the court took Guangxin County as the boundary, with Guangnan East Road to the east and Guangnan West Road to the west of Guangxin County. Guangdong and Guangxi are abbreviations of "Guangnan East Road" and "Guangnan West Road".
