Later, he was transferred to Luzhou Prefecture (now Hefei City, Anhui Province), where he was close to the people, punished thieves, strictly controlled official service, and kept the official administration clean. In order to improve traffic, two bridges, Goose Skin Bridge and Mawei Bridge, were built. Soon, Zhao Ying was convicted of libel and dismissed from office. Zhang Cong once personally gave disciplinary education, and even sent a cangue number to the county magistrate. Xiangqiao praised this practice and thought that preventing officials from bullying others was the way to save the people. He asked parents to pay attention to their children's systematic education. There is a family motto that says, "It is not enough to marry a woman with 100 gold. The adopted son with 100 gold is' nose as big as boots'.
