Article 2 These Measures shall apply to the monitoring, forecasting and early warning activities of meteorological disasters within the administrative region of this province. Article 3 Meteorological disaster monitoring and early warning adheres to the principles of government leadership, overall planning, departmental linkage, hierarchical responsibilities, and social participation, so as to achieve in-place monitoring, accurate forecasts, timely warnings, and efficient response. Article 4 People's governments at or above the county level shall strengthen leadership over meteorological disaster monitoring and early warning work, organize relevant departments to establish a linkage mechanism for meteorological disaster information sharing and meteorological disaster monitoring and early warning, and incorporate the construction of a meteorological disaster monitoring and early warning system into local economic and social development. Planning, the required expenses are included in the financial budget of the same level. Article 5 Meteorological authorities at or above the county level are responsible for meteorological disaster monitoring, forecasting, early warning and information management within their respective administrative regions.

The agriculture, water conservancy, land and resources, environmental protection, press and publication, radio and television, communications and other departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in monitoring and early warning of meteorological disasters.

Communication operators, media and other relevant units should do a good job in disseminating meteorological disaster early warning information in accordance with the law. Article 6 Meteorological authorities at or above the county level shall use meteorological detection networks to organize affiliated meteorological stations to monitor disastrous weather that may affect the local area and carry out meteorological disaster risk assessments. Work with the development and reform, agriculture, water conservancy, land and resources and other departments to prepare a meteorological disaster monitoring station network distribution plan and submit it to the people's government at the same level for approval and implementation. Article 7 People's governments at or above the county level shall strengthen the construction of meteorological disaster monitoring facilities, establish and improve meteorological disaster monitoring networks covering urban and rural areas based on the results of meteorological disaster risk assessment and the needs of meteorological disaster prevention, and ensure the normal operation of facilities. Article 8 The meteorological authorities at or above the county level shall strengthen the industry management and business guidance of meteorological stations within their respective administrative regions, organize affiliated meteorological stations, meteorological stations affiliated to relevant departments or meteorological monitoring stations, as well as hydrology, geology, environment, etc. and disastrous weather Relevant monitoring units shall conduct joint monitoring of severe weather and meteorological disasters.

Meteorological authorities at or above the county level should strengthen measurement supervision of monitoring facilities to ensure the authenticity and accuracy of monitoring data.

Departments of agriculture, water conservancy, land resources, environmental protection and other departments should urge their affiliated meteorological stations or meteorological monitoring stations and units related to disastrous weather monitoring to provide timely and accurate information to the people's governments at the same level and meteorological authorities. Rain, water, wind, drought and other monitoring information. Article 9 The meteorological disaster early warning team established in accordance with the law and its associates and information officers are responsible for the collection of meteorological disaster information and the dissemination of early warning information.

Encourage and support meteorological volunteers to participate in the collection of meteorological disaster information and the dissemination of early warning information, and relevant units should do a good job in organizing training. Article 10 People's governments at all levels, meteorological authorities and other relevant departments and units shall promptly submit or notify meteorological disaster information in accordance with relevant regulations.

Meteorological coordinators and information officers shall promptly and truthfully report meteorological disaster information to the meteorological authorities and relevant units. Article 11 Counties (cities, districts), townships (towns), sub-district offices, village committees and relevant units shall strengthen the management of meteorological associate coordinators and information personnel and provide necessary equipment and financial support.

Meteorological authorities should strengthen professional guidance and meteorological disaster prevention knowledge training for meteorological associates and information officers. Article 12 People's governments at or above the county level shall promptly incorporate the collected meteorological disaster information into the unified emergency information system of the region to achieve interconnection and information sharing. Article 13 When meteorological stations affiliated to meteorological authorities at or above the county level predict that a meteorological disaster is about to occur or the possibility of occurrence increases based on meteorological monitoring information, they shall issue disastrous weather forecasts, early warning information or meteorological disaster early warning signals in accordance with relevant regulations. . When multiple meteorological disasters occur or are forecast to occur at the same time, multiple warning signals can be issued at the same time.

Other units or individuals may not release disastrous weather forecasts, warning information and meteorological disaster warning signals to the public. Article 14 Based on the urgency, development trend and possible harm caused by meteorological disasters, the early warning levels of meteorological disasters are divided into level one, level two, level three and level four in accordance with national regulations, with red, orange and yellow colors respectively. and blue markings. Level 1 alert, the red alert, is the highest level. Article 15 Meteorological authorities at or above the county level shall assess the possibility of meteorological disasters and their impact based on meteorological disaster early warnings. If a major or particularly major meteorological disaster may occur, it shall be reported immediately to the people's government at the same level and notified to the superior meteorological authority and the meteorological authority in the area that may be harmed. Article 16 Meteorological stations that issue early warnings for meteorological disasters shall timely adjust early warning levels and re-issue or terminate or cancel early warnings based on the development trend of disastrous weather and in accordance with relevant regulations.

To adjust the warning level, re-issue or terminate or lift the warning, the local people's government and meteorological authorities should be reported immediately, and relevant departments and media should be notified.
