The reason is very simple. The queen's position is too much based on political factors and emotional factors. It doesn't matter whether the queen is beautiful or virtuous.
If Queen Uranala is ugly, it may also explain that Yongzheng was unwilling to be buried with her after his death.
Living together without feelings is already uncomfortable. After death and being buried together, they are still lonely underground.
