When you have your own contracted land along the highway, you will start building houses on it. If you don't, you will exchange or buy it to build houses.

Second, there is a lack of planning for the construction of village heads and dereliction of duty in township management. Most villages have not compiled construction planning and strict planning control, and the layout of homestead land is random, and the phenomenon of disorderly construction and occupation is serious. However, in the provisions of Article 3 of the Land Management Law, it is stipulated that people's governments at all levels (including township people's governments) should take measures to comprehensively plan, strictly manage, protect and develop land resources and stop illegal occupation of land. However, in actual work, the township government did not strictly follow the regulations.

Third, implementation is difficult and grass-roots management is weak. I also talked about the villagers' problems earlier. I believe that the sudden decision will make it difficult for them to accept at once, and farmers have limited financial resources. There are still some remote and hard rural areas in China, and the implementation is incalculable.

Fourth, it is difficult for farmers to investigate and deal with illegal housing construction. For farmers, building a new house needs a lot of money, and it may take them years of hard work to accumulate funds. If the new houses are demolished according to law, it will not only cause huge economic losses to farmers, but also be very unfavorable to improve their living conditions and develop the rural economy.
