Chapter I General Provisions Article 1 In order to strengthen funeral management, promote funeral reform, protect land resources and environment, and promote the construction of socialist spiritual civilization, these Regulations are formulated in accordance with the Regulations on Funeral Management of the State Council and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to funeral activities and their management within the administrative area of this Municipality. Article 3 The funeral work shall be under unified management. Funeral management should actively and step by step implement cremation policy, reform burial, save funeral land, get rid of funeral habits and advocate civilized and thrifty funeral management. Article 4 The people's governments at all levels in this Municipality shall strengthen their leadership over funeral management, incorporate newly rebuilt funeral facilities such as funeral parlours, crematoriums, columbariums, cemeteries, etc. into urban and rural construction plans and capital construction plans, establish a target management responsibility system for funeral work, and deepen funeral reform. The civil affairs department of the Fifth Municipal People's Government is the administrative department in charge of funeral management in this Municipality, and its subordinate funeral management institutions are responsible for the specific management work; The civil affairs department of the county (District) people's government is responsible for the funeral management within its administrative area.

The administrative departments of planning, land, public security, health, transportation, city appearance and environment, environmental protection, water conservancy, industry and commerce administration, price and ethnic and religious affairs shall, according to their respective functions and duties, do a good job in funeral management. Chapter II Disposal of Remains Article 6 The administrative area of this Municipality is divided into cremation area and burial reform area according to the delineation of the provincial people's government. Article 7 Burial after death is allowed in areas where burial reform is implemented, but cremation should be carried out in areas where cremation is carried out. In areas where burial reform is implemented, people's governments at all levels should vigorously publicize and advocate funeral reform and actively create conditions to promote cremation. Article 8 A person who dies in an area where cremation is practiced shall be cremated, except for the following circumstances:

(a) according to the funeral customs of ethnic minorities, cremation is not carried out;

(two) other special circumstances approved by the Municipal People's government not to carry out cremation.

Under the circumstances specified in Item (1) of the preceding paragraph, if the deceased voluntarily or mourned for cremation before his death, no one else may interfere. Article 9 If a person who is not registered in this Municipality dies in an area where cremation is practiced in this Municipality, and the body needs to be transported out of this Municipality due to special reasons, the funeral management institution of the receiving place shall issue a cremation certificate, which shall be approved by the funeral management institution of the place of death. Tenth services such as embalming, cosmetic surgery and dressing, as well as transportation and cremation of remains, shall be undertaken by funeral service units, and other non-funeral units shall not operate.

In the town planning area where the people's government of the city or county (district) is located, except for the use of the remains due to medical treatment and medical needs, the mourner or the relevant unit shall go through the formalities of picking up the remains at the funeral service unit within 18 hours. The funeral service unit shall pick up the remains within 2 hours after handling the formalities for picking up the remains.

In areas where cremation is carried out, in addition to the death within the scope specified in the preceding paragraph, the mourner or the relevant unit shall go through the formalities for receiving the remains in time, and the funeral service unit shall receive the remains in time. If it is necessary to postpone the preservation of the remains because of handling the case, it shall go through the extension formalities with the public security and judicial organs or relevant units before the expiration of the time limit, and the extension shall not exceed 30 days; If it is necessary to extend the shelf life due to special circumstances, the public security and judicial organs at or above the prefecture level or the relevant departments shall issue certificates and go through the formalities. Failing to go through the extension formalities, the funeral service unit may cremate the remains.

Funeral service units shall timely seal, transport, disinfect and cremate the dead or rotted remains due to serious infectious diseases. Fifteenth in areas where cremation is carried out, the relevant departments and units shall pay funeral expenses, pensions, subsidies for survivors, etc. With the cremation certificate. Nineteenth in the town planning area where the city and county (District) people's government is located, the following acts are prohibited:

(2) Playing drums outside funeral parlours, crematoriums, cemeteries and columbariums;

(3) Sacrificial roads and drainage;

(4) Set off firecrackers, throw paper money and mingbi along the way.

If a funeral requires a religious ceremony, it shall abide by the provisions of the state on the administration of religious affairs.
