Content of the South China Sea Code of Conduct

The South China Sea Code of Conduct contains general contents. The first is "compulsory non-use of force" (the embodiment of depriving China of its sovereignty). Second, "to maintain the status quo, no party can propose to change the status quo" (that is, let China acquiesce in the fact that Viet Nam and the Philippines invaded and developed the islands and reefs). Third, "the United States, Japan, Australia and India pay attention to the supervision of the code of conduct" (providing legal basis for the future intervention of the United States, Japan, India and Australia).

The Declaration on the Conduct of Parties in the South China Sea clearly stipulates that all parties will work to finalize the code through consensus, which is a joint commitment made by China and ASEAN 10 countries. China will continue to abide by this commitment. The correct path should be the full implementation of the Declaration, and in this process, the negotiation of the "Code" should be steadily promoted step by step. On August 5, 2007, 2065438 Philippine time, the 50th ASEAN Foreign Ministers' Meeting held in Manila, the capital of the Philippines, formally adopted the framework of the South China Sea Code of Conduct.

The Code of Conduct in the South China Sea is the promotion and implementation of the Declaration on the Conduct of Parties in the South China Sea signed by China and ASEAN in 2002.

In 2002, China and ASEAN signed the Declaration on the Conduct of Parties in the South China Sea, with the goal of formulating a code of conduct in the South China Sea. The two sides also held consultations on relevant working groups. China is open to discussing the formulation of the Code of Conduct in the South China Sea when conditions are ripe, and is willing to actively promote the implementation of the Declaration, carry out pragmatic cooperation and initiate the discussion and formulation of the Code of Conduct in the South China Sea.
