1 Current status of agricultural industrialization development in Guxian County

Agricultural industrialization management is an inevitable trend in the development of modern agriculture and rural economy. It is also an important step in promoting the strategic adjustment and broadening of agricultural and rural economic structures. As an effective way to increase farmers' income and achieve a well-off rural area, the current status of agricultural industrialization development in Guxian County is reflected in the following aspects:

First, the leading industry has developed and expanded, the planting structure has become increasingly optimized, and the motivation for agricultural development has continued to increase. . Since 2011, the total grain output in Gu County has reached 58,751 tons, and the "121" income-increasing project of agricultural industrialization has achieved significant results. ① Focus on the walnut industry, promote the development of walnut industrialization, and basically achieve an increase in per capita walnut income of about 500 yuan; ② Implement the two planting industry structural adjustment strategies of the dry wall structural adjustment project to increase income by 1,000 yuan and the facility vegetable income increase project of 10,000 yuan. ③ The construction of standardized scale healthy breeding and breeding communities is fully promoted.

Second, breakthroughs have been made in the development of pillar industries and leading enterprises, extending the industrial chain and achieving added value in processing. In 2011, the development of walnuts in Guxian County was mainly based on the construction of high-standard demonstration gardens, supplemented by planted ridges and scattered walnuts. A total of 500,000 walnut trees were planted. Each demonstration garden in the north reached more than 100 acres, and each demonstration garden in the south reached More than 300 acres. Walnut production gives full play to the leading role of leading enterprises, relying on Shanxi Taoyuan Bioengineering Co., Ltd. and Jiuxian Zhenhuahai Tianyu Agricultural Development Company, to communicate with enterprises and farmers through walnut planting cooperatives, achieve processing and transformation, and increase the added value of walnut products. In the marketing of walnut products, there are cooperatives (including leading enterprises) operating, implementing hierarchical purchasing, pricing according to quality, unified sales, and unified use of Guxian walnut geographical indications, presenting a characteristic "chain economy" pattern and reflecting the characteristics of Guxian walnuts. Brand value.

Third, give full play to resource advantages and strengthen the forest products industry. Since 2011, Gu County has continued to organically combine the industrialization of ecological construction with the ecologicalization of industrial development. While focusing on the walnut industry, it has continued to improve, consolidate and enhance the results of forest reform, and guided farmers to plant forsythia and honeysuckle on forest land. , wild Chinese medicinal materials, etc., actively explore the development model of the forest economy, and guide farmers to accelerate the transformation of rural economic development methods.

Fourth, use the promotion of modern agricultural technology as a carrier to promote structural adjustment and increase farmers’ income. By introducing new varieties, improving cultivation techniques, promoting soil testing formulas, returning straw to fields, organic dry farming, pest and disease control and other technologies, we have created high-quality products and basically achieved the goal of increasing income by 1,000 yuan, setting a demonstration for the structural adjustment of the ancient county's dry wall. . High-yield corn is grown on the fertile dry land of Huwa, Xizhuang and Yaoyu villages in Jiuxian Town. The yield per mu has reached about 800 kilograms, and the yield per mu of high-quality millet has reached about 400 kilograms. In addition, the two-year cropping method of corn (early maturing)-wheat-millet is adopted. The planting model has expanded the development scale of crops, increased the land multiple cropping index, and increased farmers' income.

2 Main problems existing in the development of agricultural industrialization

Although agricultural industrialization in Gu County has made great progress in recent years, in accordance with the standard requirements of agricultural industrialization management and the impact on the county economy Judging from the strength of the supporting role, there are still some unfavorable factors and bottlenecks in the agricultural industrialization management of Gu County.

First of all, the industrial development is unbalanced and the scale is small, which cannot meet the needs of agricultural product processing enterprises. In 2011, Guxian County planted 120,000 new saplings, focusing on some villages in Yueyang Town, Shibi, Yongle, Jiuxian, and Nanyuan Township; 150,000 new saplings were optimized in the towns south of Yueyang Town; walnut output is expected to reach 4,600 tons, cannot fully meet the production capacity of Guyue Food Co., Ltd. With the expansion of the scale and production capacity of processing enterprises such as oilseed (sunflower seed) raw land, the output of the raw land that year can still only meet the half-year production of the processing enterprises; in addition, the production of small grains is also In this way, the production scale of agricultural products lags behind the production capacity of processing enterprises, and enterprises cannot produce at full capacity, resulting in idle waste of production capacity.

Secondly, the utilization rate of agricultural products is low and the degree of deep processing is not high. From the current point of view, as of 2011, there are only 5 agricultural product processing enterprises in Gu County, but there are not many deep processing enterprises, and they are basically primary processed products, which cannot achieve the purpose of increasing the efficiency of enterprises and increasing the income of farmers.

For example, when sunflower seeds are processed into oil, the value can be increased by about 30%; when walnuts are processed into walnut juice, the value can be increased by about 60%; when millet is processed into golden rice, the value can be increased by about 3 times. However, Gu County is still restricted by talents, technology, capital, etc. , can only be sold with low-cost source products, and the ability to develop brand products and increase economies of scale is fragile.

Thirdly, the agricultural professional cooperative economic organization mechanism is not perfect, the integrated service capabilities of agricultural production, supply and marketing are weak, and the interests of farmers cannot be fully protected. The development of rural professional cooperative economic organizations is an effective form to improve the degree of organization of agricultural production. It serves as a bridge and link in promoting the strategic adjustment of agricultural structure, promoting agricultural industrialization, improving the level of agricultural efficiency development, and increasing farmers' income. effect. Although there were more than 40 professional cooperatives in Gu County by the end of 2011, due to the imperfect operating mechanisms and internal management of professional cooperative economic organizations, they were unable to provide information technology, material supply, and product sales in agricultural industrialization operations. The lack of timely and high-quality services and effective connections between enterprises and farmers has affected the development process of agricultural industrialization management.

Finally, there is insufficient agricultural investment and a lack of scientific and technological talents. First, there is insufficient investment in agricultural science and technology, agricultural technology guidance and agricultural science and technology promotion. Since 2011, Gu County has 38 agricultural technicians, an agricultural population of 70,300, and a commonly used cultivated land area of 202,300 acres. It is estimated that there are on average less than 6 agricultural technicians in each township, and there are less than 2 technicians in 10,000 acres of commonly used cultivated land. Second, there is insufficient investment in the construction of farmland water conservancy facilities. Due to geographical constraints, most farmland is dry land, with only a few hundred acres of irrigated land. In recent years, agricultural production has been largely restricted by weather and natural disasters, which has restricted the rapid development of agricultural industrialization. Third, the market system is not well developed, which restricts agricultural industrialization management. Agricultural industrialized management is produced under the conditions of socialist market economy. To achieve long-term and stable development, it must adapt to market demand. What farmers produce must be determined based on market information, and the products produced must also be sold by the market. However, because Gu County has not yet established a fully functional professional market, and also lacks intermediary marketing networks and broker talents, the interests of farmers cannot be fully protected. From the perspective of production factors, farmers are the end consumers. When the prices of production materials such as seeds, fertilizers, and pesticides rise, it is farmers who pay the bill, while it is middlemen who profit. From the perspective of agricultural product sales, farmers are the suppliers of raw materials, and the profits are still made by middlemen such as wholesale and retail. From the perspective of production risks, farmers have to bear both market risks and natural disaster risks. However, it is still the middlemen in the circulation field who can guarantee harvests due to droughts and floods. Therefore, agricultural economic benefits are not high, and it is difficult for farmers to achieve "high yields and harvests", which restricts the development of agricultural industrialization management.
