For most areas, there is no wind, and pollutants in the air are hard to be blown away by the wind, so they will stay on the street and eventually form smog. For the north, the less windy weather, the more serious the air pollution in this area will be. Therefore, for most areas, air quality is related to windy weather. If there are many windy days, the air quality will be better.
