He asked the alchemist who was driving with him what it was, and the alchemist replied, "That is the fairy island." Qin Shihuang was overjoyed and asked what the name of Xiandao was. The alchemist couldn't answer for a moment, but suddenly he saw water grass floating in the sea. He had a brainwave and made an answer with the name of "Penglai". "Penglai" is also "pengcao Artemisia". It is said that this is how the name of Penglai came from.

In fact, as early as before Qin Shihuang, "Penglai" had spread as the name of the sacred mountain on the sea. Shan Hai Jing, written in the Warring States Period. There is a sentence "Penglai Mountain is in the sea" in the Northern Classics of the Sea; Liezi. "Tang Wen" also records that "there are five mountains in the east of Bohai, one is Daixing, the other is Jiaoyuan, the third is Fanghu, the fourth is Yingzhou, and the fifth is Penglai". It can be seen that Qin Shihuang did not enjoy the invention right of the sacred mountain Penglai.

"Penglai" is a place name (not the name of a sacred mountain), and the earliest textual research can be found in Du You's Tongdian in the Tang Dynasty: "Emperor Wu of the Han Dynasty looked at Penglai Mountain in the sea here because he built a city." Emperor Wu of the Han Dynasty did visit Penglai in the second year of Yuan Guang (the first 133 years), saying that he missed the mountain and built a small town named "Penglai" to console himself. This statement seems credible: First, there is no "Penglai" as a place name in the classics before the Han Dynasty; 2. According to the "Penglai County Records" in the Qing Dynasty, the predecessor of the Drum Tower in the Old Town of Penglai (located 5 meters west of today's Huahe Bridge) was the East Gate of the Old Town, named "Wangxian", where Emperor Wu of the Han Dynasty boarded the sea.

Penglai Mountain, also known as "Jiuxian Mountain", is located in Banmian Township, Youxi, 35km away from the county seat, with an altitude of 1,288m and a peak area of over 2,m2, making it one of the highest peaks in Youxi. Rock-chiseled Bailan winding path leads back to the peak, on which stands the statue of Guanyin Buddha, which was built during the Zhenguan period of Tang Dynasty (627 ~ 649). Penglai Mountain is not only the earliest developed scenic spot and place for religious believers before Youxi County was established, but also one of the most beautiful tourist natural scenic spots in Sanming City. The mountains in the area are peculiar, majestic, with steep peaks, craggy rocks, flowing springs and waterfalls, marvelous workmanship, luxuriant forests and bamboo, towering ancient trees, exotic flowers and plants, and beautiful mountains and waters. There are golden crucian carp pond, stone chessboard, black and white two stones, alchemy stove, Baihe Cave and other scenic spots on the mountain. At the same time, the caves are deep, the rocks are majestic, the canyons are dangerous, the mountain springs are gurgling, the pines and cypresses are green, and the scenery is pleasant. According to legend, there are immortals on the top of the mountain, and you can hear the sound of drums and music. According to a poem written by an old man in Youxi County Records, "The breeze gently moves the fog and the clouds open, and the candlestick is fragrant at the peak of the sunshine, not for the gods to bow to the view, but only for enjoying the scenery in Penglai." Penglai Mountain is not hot in midsummer, not cold in severe winter, and the sky is crisp, with an average temperature of 18℃. The sunrise and sunset scene is particularly spectacular. The elegant and magnificent scenery on the mountain makes tourists linger. And there are winding roads along the mountain.
