Under normal meteorological conditions (above -7.6℃), the indoor temperature of heating in Beijing, for the residence that meets the requirements of the current national residential design scope or the residence that has been renovated in building maintenance structure and heating system, the temperature of bedroom and living room should not be lower than 18℃.

5. Unauthorized installation of equipment endangering the safety of indoor heating system.

Article 5 Under normal meteorological conditions, when the heating system is in normal operation, the heating enterprise shall ensure the heating of the bedrooms and living rooms of heat users.

Note 1: Normal weather conditions refer to the outdoor daily average temperature defined in the heating system design of various buildings. It shall be implemented in accordance with Appendix A of GB 50736-20 12 "Calculation Temperature of Outdoor Air". The daily average outdoor temperature is subject to the data released by the professional meteorological department.

Note 2: The indoor temperature can be set and adjusted independently.

Note 3: Heat users who have implemented heat metering and charging shall be executed according to the signed heating contract.

Eighteenth heating enterprises should guide heat users to use heat scientifically and safely, and should issue a manual for safe use of heat to heat users. The heating safety manual shall include the following contents:

(a) the basic knowledge of safe use of heat;

(two) the safety conditions for the use of heating;

(three) the rights, responsibilities and obligations of heat users;

(four) the responsibilities and obligations of heating enterprises;

(five) the correct scientific behavior that hot users should follow;

(six) to ensure the safety of heating;

(seven) methods to prevent and deal with heating accidents;

(eight) the harm and consequences of illegal use of heat.
