"xiong'an new area" only paves the way for the early appearance of the real protagonist. What's going on here?
Since the central government put forward the "coordinated development of Beijing, Tianjin and Hebei" with the intention of relieving Beijing's function as a non-capital, major events have continued in Beijing. First, it was announced to build a city sub-center in Tongzhou, and then it was announced to build xiong'an new area in Xiongxian, Anxin and Rongcheng counties of Baoding. These two major decisions are both called "Millennium plans and national events". In contrast, xiong'an new area is endowed with the same status and significance as Shenzhen Special Economic Zone and Pudong New Area.
On May 17, the 14th plenary session of the 11th Beijing Municipal Committee studied the Beijing Urban Master Plan (20 16 -2030) and agreed to submit it. Sensitive media immediately sniffed out the flavor of "central government area".
On the surface, the so-called "central government area" was first put forward by Lian, an expert on urban issues and president of Beijing International Urban Development Research Institute. 20 15438+0 15 10, he proposed at an urban development forum that the most important thing in Beijing during the 13th Five-Year Plan period is to do two things well, one is to speed up the construction of Tongzhou administrative sub-center, the other is to promote the "reorganization of the old city", optimize and adjust the administrative divisions of east and west cities, and establish a central administrative region or capital region.
Two months later, at the two sessions held in Beijing at the beginning of 20 16, Lian, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference, put forward the proposal of "merging East and West Cities into a central administrative district". After this proposal was reported by the media, it had a great influence.
Then, how did the media come to the conclusion that the "central government district" came from the Beijing Urban Master Plan (20 16 -2030) (draft for review)? Judging from public reports, it seems that there is no expression of "central government area" in the draft for review.
First, the new expression of the urban functions of Dongcheng District and Xicheng District.

The core areas of Beijing, such as Dongcheng and Xicheng, will take politics, culture and international exchanges as the leading functions and be positioned as key areas for the protection of historical and cultural cities.
Haidian, Shijingshan and other northwest areas of Beijing will take scientific and technological innovation and cultural centers as the leading functions. Among them, Haidian District should be built into the core area of science and technology innovation center with global influence, and Shijingshan District should be built into a national industrial transformation and development demonstration area.
The northeastern part of Beijing, mainly located in the east and north of Chaoyang District, will strengthen its international communication function and become a world-class commercial center and venue for various activities.
Fengtai District, southern Chaoyang District and other southern areas of Beijing will take urban services that guarantee the core functions of the capital as the leading function. Fengtai District should be built into an important guarantee area and external transportation hub for the supply of high-quality living services in the capital, while the southern part of Chaoyang District is defined as an important vegetable basket supply base and a demonstration area for the transformation and upgrading of traditional industries.
Judging from the above statement, Dongcheng District and Xicheng District are already "central administrative regions" in function.
Second, the "draft" of the planning scheme adds the expression of "one core and one area" to the "draft", but the public report is vague and embarrassing.
The "draft" of the above-mentioned planning scheme was publicized in March, when it was proposed that Beijing should build "one main and one auxiliary, two axes and multiple points". The specific contents are as follows:
In the "Draft for Review", the eight-word outline has become 12 words: "one core, one main, one pair of two axes, more points and one side".
What is "one core"? It is obviously more important than them before "one master and one deputy". Dongcheng and Xicheng District are expressed in the planning scheme as "Dongcheng, Xicheng and other Beijing core areas". Therefore, "one core" should be "the Central Business District formed by the merger of Dongcheng and Xicheng".
So who is "Zone One"? It should be xiong'an new area! Think about it, the manuscript will be published in March, and it will leave xiong'an new area in April/kloc-0. Therefore, it was impossible to mention the "first district" at that time. Now, this is logical.
If "Area One" is xiong'an new area, it means that it is still a part of Beijing, and administrative divisions will be adjusted in the future. Of course, this is still a guess.
In fact, there has been speculation about the "central government area", and the following scheme has been circulating.
As can be seen from the above figure, it is highly consistent with the above-mentioned Beijing master plan, and the main city of Beijing is also divided into four areas: "central core area", northwest, northeast and south.
Well, if the "central government area" is true, what impact will it bring to Beijing? My opinion is:
First, the "central government area" should be the ultimate measure of this round of Beijing's urban function adjustment. This round of adjustment was led by Tongzhou Sub-center, and xiong'an new area was the army of China. The launch of these two "Millennium Plans" has only one ultimate goal-to deliver babies for the "central government district", to put Beijing's urban functions and capital functions in their respective positions, and to achieve some degree of separation.
Second, "central government area" is not only a geographical concept, but also an administrative division concept. There will be a special management organization in the future, which should be directly under the central government. The function of this region is not to develop the economy, and there will be no GDP assessment, but to ensure the administrative functions of the central government, improve administrative efficiency and international reception capacity.
Third, the central ministries and commissions in Beijing may be concentrated in the "central government area" to improve work efficiency. In this way, xiong'an new area's speculation about "vice capital" and "moving the capital" fell through.
Fourth, in order to control the population in the central government area, it is estimated that the number of primary and secondary schools and kindergartens will be appropriately reduced and the entrance threshold will be raised, mainly serving the families of employees in central institutions. Large enterprises, colleges and universities in this area will be moved out first, the building density and population density will drop, the hollowing out will be more serious, and even the commercial housing will gradually fade out, at least greatly reduced.
Fifth, there are many historical sites in the central government area, the protection will be strengthened, and ceremonial places will increase.
Sixth, due to policy uncertainty, the price of commercial housing in this region will be affected. If the entrance threshold of compulsory education is greatly raised, it will have a negative impact on housing prices. The key depends on how the future policy changes.
