(2) It is linked with cadre assessment, selection and appointment and work accountability. The assessment results will be regarded as an important basis for determining the annual assessment grades and the promotion and appointment of cadres. When the assessment results are advanced cities, counties and cities (including administrative regions), priority will be given to the party and government leading bodies, principal responsible persons and responsible persons in charge. For the cities and prefectures that did not complete the poverty alleviation goals and tasks in that year, the counties and cities (including administrative regions) that did not complete the poverty alleviation goals in that year or ranked the last 5% in similar assessments, the personal annual assessment of the party and government principals and responsible persons in charge shall not be rated as "excellent"; For the problems listed in Article 6 of the present Measures, the provincial leading group for poverty alleviation and development will interview the principal responsible persons of the party and government in counties and cities (including administrative areas) and the principal responsible persons of the municipal leading group for poverty alleviation and development with relatively concentrated problems in urban areas (including administrative areas) under its jurisdiction, and put forward the requirements for rectification within a time limit.

For counties and cities (including administrative regions) with advanced assessment results, the financial special poverty alleviation funds issued by the central and provincial governments in the next year will be raised by 6 million yuan in the first-class counties, 4 million yuan in the second-class counties and 2 million yuan in the administrative regions on the basis of the factor distribution law.
