Why is there no weather forecast at the start interface of win8.1?

Microsoft's update may not be installed. In December 213, Microsoft released an update for win8.1 application, including the weather application, which can show users the current weather forecast on the start screen. If you don't install this update, you can't use the weather forecast in the start screen.
