I. Work objectives

Through rectification actions, the hidden dangers of road transport accidents are ensured to be treated in time, the concept of safety development is more deeply rooted in the hearts of the people, the ability of safety supervision and law enforcement is further improved, and the occurrence of serious road transport accidents is curbed.
Second, the main content and focus of the rectification work
(a) the implementation of the main responsibility of production safety and industry supervision responsibility, signed a letter of responsibility for safety at all levels, and resolutely put two responsibility in place.

Focus on cracking down or investigating the following acts according to law:
1, engaged in road transport business activities without license or incomplete license;
2, beyond the scope of permission to engage in road transport business activities;
3, did not obtain the qualification certificate or not engaged in road transport business activities according to the scope of qualification;
4. Use vehicles that do not meet the corresponding technical conditions stipulated by the Ministry of Transport to engage in road transport business activities;
5. The station operator fails to check the "three products" according to the provisions of "three no stops and five no stops", and conducts vehicle security inspection and re-inspection registration at the exit;
6 enterprises engaged in the transport of dangerous goods are not equipped with drivers, escorts and loading and unloading management personnel according to regulations;
7. Concealing the accident;
8. Major hidden dangers are not reported or rectified within the prescribed time limit;
9, the long-distance passenger bus did not set up a stopover station for the driver in accordance with the requirements of the provincial bureau (more than 800 kilometers);

(three) in-depth development of safety education. Focus on the following educational activities:
1, carry out targeted safety education and training. Carry out enterprise safety management personnel training to improve the overall safety management level of the industry; Actively promote the on-the-job training and professional education of bus drivers, especially strengthen the intensive training of business knowledge and operational skills of passenger transport employees and special training in handling emergencies, so as to enhance the safety awareness and emergency response ability of employees;
2. Strengthen the construction of safety culture. Guide transportation enterprises to strengthen the construction of safety culture, sum up typical examples, popularize experience, truly realize the transformation from "I want safety" to "I want safety", improve the management level of enterprises, and cultivate intrinsically safe enterprises.
(four) to strengthen the legal system and mechanism of production safety. With the full implementation of the responsibility system for production safety as the core, we will strengthen the construction of the legal system and mechanism for production safety in the road transport industry, and promote the safety supervision of transportation management institutions and the implementation of the main responsibility for production safety in road transport enterprises.

The county (district) transportation management office and the top leaders of transportation enterprises should take overall responsibility, take strengthening road transportation safety as an important task at present, take immediate action, mobilize widely, highlight key points, and go all out to do a good job in the investigation and rectification of current safety hazards.
(five) to strengthen the capacity building of production safety guarantee. County (District) Transportation Management Office should attach importance to industry safety supervision, strictly urge transportation enterprises to strengthen the basic work of safety production in bus passenger stations, and strive to improve the safety production guarantee mechanism.
(six) establish and improve the emergency rescue command system, improve the emergency rescue plan, standardize emergency rescue procedures, strengthen the construction of emergency rescue teams, strengthen business training, carry out emergency rescue drills, improve emergency response capabilities, and reduce accident losses.
(seven) increase investment in production safety and promote scientific and technological progress in production safety. The transportation management offices of counties (districts) should urge enterprises to conscientiously implement the provisions on the extraction of safety expenses by enterprises in high-risk industries, which should be earmarked for enterprises to improve the level of safety production equipment and improve safety production conditions; Strengthen the implementation of statutory insurance such as road passenger transport and carrier liability insurance for dangerous goods transport; Supervise and urge transportation enterprises to strengthen GPS dynamic supervision of operating vehicles.

Third, the work steps
According to the spirit of relevant national, provincial and municipal documents, the whole "rectification work" is divided into four stages: propaganda and launching, self-examination and self-correction, centralized rectification and inspection and acceptance.
The first stage: publicity (August 5 ~ August 10). Give full play to the role of the news media and vigorously publicize the content, purpose and significance of the "rectification work" of road transport safety production. By holding mobilization meetings, holding knowledge lectures, safety knowledge and operating procedures examinations, we will further publicize the regulations on the administration of road transport safety production, popularize the knowledge of safe driving, improve the transport safety awareness of managers and employees of road transport enterprises, and consciously participate in the "rectification work" of safety production. It is necessary to give full play to the role of public opinion supervision and mass supervision, and set up report boxes and telephone numbers to facilitate the masses to report illegal acts and hidden dangers of accidents.
The second stage: self-examination and self-correction (August11~ August 20th). All units in combination with the actual situation of the region and the unit, formulate work plans, do a good job in organizing and launching, and conscientiously carry out self-examination and self-correction. And in view of the existing problems and weak links, formulate rectification plans and implement rectification measures to prevent accidents.
The third stage: centralized rectification (August 21~ September 26). All units should aim at the main problems existing in the investigation and rectification of road transport safety hazards, carefully investigate hidden dangers and take special measures to prevent safety accidents.
1. Make sure the coach driver has a rest. For all ultra-long-distance passenger vehicles with a transportation distance of more than 800 kilometers, highway enterprises should set up stopover points to ensure that the driver's stopover system is put in place. For the shuttle bus from 2 am to 5 am, you must enter the rest point to rest. The stopover address is selected according to the principle of "who operates and who sets it". Long-distance bus passenger transport enterprises should formulate a stopover plan and report it to the Municipal Transportation Management Office and the Provincial Passenger Transport Office before August 10. The municipal bureau will send special personnel to conduct on-the-spot investigation, and the provincial bureau will conduct spot checks. Any long-distance shuttle bus without a driver's rest point will be rectified, and the line operation qualification of the enterprise will be temporarily cancelled, and it can only be resumed after the rectification is qualified.
2. Pay close attention to source safety management. All bus passenger stations should strictly follow the requirements of "three no stops and five no stops", implement personnel and responsibilities, and do a good job in source management. The Transportation Management Office should strictly assess the performance of station management personnel, strengthen the responsibility of enterprise supervision, and urge the station to implement various safety measures such as preventing overloading, preventing "three products" from getting on the bus, and preventing vehicles from "driving with diseases". The passenger station must ensure the normal use of the "three products" tester. Where the "three-product" testing instruments finally work normally, passengers get on the bus without security check, vehicles leave the station without security check or fail security check, and the station is overloaded, the bus terminal will be rectified and the qualification for evaluation in that year will be cancelled, and the company to which the vehicle belongs will stop adding new passenger lines during the rectification period.
3. License issuance meets the requirements. Focus on strengthening the issuance and management of paper passenger signs, and the approval authority for license issuance will be higher. According to the principle of "who examines, who issues certificates, who signs and who is responsible", the certificate of county transportation management office must be issued by the principal responsible person of county transportation management office, and the certificate of city transportation management office must be issued by the principal responsible person of city transportation management office. Counties (districts) transportation management offices must use the "Hunan Province Road Transport Accounting Management System" to print paper passenger signs for overtime, chartered cars and intercity tourism in the province, and all permits printed by the provincial bureau printing system shall be regarded as invalid documents. All institutions should strictly verify the qualifications of enterprises, vehicles and employees, and do a good job in the management of license issuance.
