Meteorological regulations of Xinjiang Uygur Autonomous Region

Chapter I General Provisions Article 1 In order to promote and guarantee meteorological undertakings to better serve the economic construction and social development of the autonomous region, these Regulations are formulated in accordance with the relevant laws and regulations of the state and the actual situation of the autonomous region. Article 2 Units and individuals engaged in meteorological exploration, forecasting, meteorological disaster prevention, utilization of climatic resources, meteorological scientific research and meteorological services within the administrative area of the autonomous region shall abide by these regulations. Article 3 The meteorological work shall be carried out under the system of unified leadership combined with classification and departmental management.

The competent meteorological departments at or above the county level shall implement the dual leadership of the superior competent meteorological department and the people's government at the same level, and the management system shall be dominated by the leadership of the superior competent meteorological department. The competent meteorological departments at all levels are not only subordinate units of the competent meteorological departments at higher levels, but also working departments of the people's governments at the same level, and perform the administrative functions of the people's governments at the same level in managing meteorological work.

Production and Construction Corps and various meteorological offices and stations belonging to agriculture, forestry, water conservancy, civil aviation, petroleum and other relevant departments, under the leadership of their superior competent departments, carry out meteorological work for their own internal services, and accept the industry management of the competent meteorological departments of the autonomous region. Article 4 The meteorological work in the autonomous region adheres to the purpose of service, focusing on serving agriculture and animal husbandry, constantly expanding the fields where meteorological work serves administrative decision-making, economic construction and social development, and improving the social, economic and ecological benefits of meteorological work. Article 5 The development of meteorological undertakings should be based on the national meteorological undertakings, and the national meteorological undertakings and local meteorological undertakings should rely on each other, promote each other, build together and develop together.

People's governments at all levels should strengthen their leadership over meteorological work, establish and improve a three-level dual planning and financial system that is compatible with the management system of meteorological departments, and actively support the development of meteorological undertakings. Sixth competent meteorological departments at all levels should take effective measures to vigorously train and use meteorological science and technology personnel of ethnic minorities. Article 7 The autonomous region encourages citizens, legal persons and other organizations to engage in research activities of meteorological detection and meteorological forecasting technology according to law, and their legitimate rights and interests are protected by law.

Foreign organizations or individuals approved to engage in relevant meteorological activities within the territory of the autonomous region shall abide by laws, regulations and relevant provisions. Article 8 People's governments at all levels shall commend and reward units and individuals that have made significant contributions in meteorological work. Chapter II Responsibilities of the competent meteorological departments and local meteorological undertakings Article 9 The competent meteorological departments at all levels shall perform the comprehensive management functions of meteorological work, and their main responsibilities are:

(a) to organize the formulation of the development plan of meteorological undertakings within their respective administrative areas, and to make overall arrangements for the construction and management of the modernization system of national meteorological undertakings and local meteorological undertakings.

(two) the implementation of laws, regulations, rules and technical specifications related to meteorological work, and the implementation of supervision and inspection.

(3) Coordinate relevant government departments to solve major problems in meteorological work.

(four) responsible for the management of artificial influence on local weather; Unified management of the release of meteorological forecasts, severe weather warnings, climate bulletins and climate impact assessments within their respective administrative areas, participation in meteorological disaster prevention and relief decisions, and assistance to the people's governments in supervising the implementation of the decisions; Organize cross-regional and cross-departmental meteorological service joint defense for large-scale severe weather.

(five) to manage the diagnosis, evaluation, monitoring and prediction of climate resources and climate change within their respective administrative areas; Supervise and manage the development, utilization and protection of climate resources; Feasibility demonstration and review of meteorological conditions for key national and autonomous regional construction projects, major regional economic development projects and urban and rural construction planning.

(six) to be responsible for the management, guidance and coordination of professional (special) meteorological services and socialized meteorological technical equipment services, promote the development of meteorological science and technology industry, and provide guidance and services for meteorological science and technology market.

(seven) to be responsible for organizing the popularization and application of meteorological scientific research and achievements, publicizing and popularizing meteorological scientific knowledge, and raising the awareness of meteorological disaster prevention and mitigation and climate resources of the whole people.

(eight) responsible for meteorological work industry management.

(nine) other duties as prescribed by laws and regulations. Article 10 The competent meteorological departments at all levels shall, while undertaking the tasks of national meteorological undertakings, actively do a good job in local meteorological undertakings serving local economic construction, increase service items, broaden service areas and improve service efficiency.

Local meteorological undertakings mainly include the following items:

(a) comprehensive agricultural development, crop and forage yield prediction, development and utilization of climate resources, meteorological science and technology poverty alleviation, water saving and energy saving, ecological environment protection and other services;

(two) the popularization and application of agricultural meteorology and meteorological disaster prevention technology and the construction of rural meteorological science and technology service network;

(3) Meteorological satellite telemetry and remote sensing technology is used for meteorological services such as snow, crop and pasture growth, forest fire, disaster situation and environmental monitoring in mountainous areas;

(four) artificial influence on local weather;

(5) Weather and climate monitoring, meteorological communication, meteorological early warning system, meteorological scientific research and education specially serving local areas. Article 11 The people's governments at or above the county level shall include the capital construction investment, operational expenses, local subsidies and other special expenses required for local meteorological projects mainly serving local economic construction into the national economic and social development plan and financial budget at the corresponding level.
