1. Basic situation
On the morning of August 4, after the city’s mobilization meeting to fight against Typhoon Maisa, our committee Immediately, an emergency mobilization meeting for the management committee and the sub-district level was held to initiate the anti-Taiwan plan. In the afternoon of the same day, members of the committee were divided into four groups and rushed to seawalls, reservoirs, rivers, construction sites, etc. to inspect and implement the anti-Taiwan rescue work. In addition to necessary personnel on duty, management committee and street cadres all went to various communities and administrative villages to guide and assist in rescue work. A mobilization meeting to fight against Typhoon Kanu was held at 9:00 am on the 11th (Sunday) to quickly deploy and implement various tasks to fight against Taiwan.
On the eve of the arrival of the typhoon, various preparations were made in a focused manner. Blockages in rivers and creeks were cleared in a timely manner, billboards and high-altitude buildings were dismantled or reinforced, all 153 ships within the jurisdiction were recalled to the harbor for shelter, and sacks, shovels, rain gear, lighting and other types of anti-typhoon measures were prepared. Material preparation. Measures such as power outages and gate shutoffs were implemented in 17 dangerous areas including Hengtang and Xidang. Emergency evacuation of households in dilapidated houses, transitional households for demolition, migrant workers in temporary work sheds, mariculture farmers and people outside reservoirs, mountain ponds and sea ponds within the jurisdiction was urgently evacuated. When the typhoon arrives, the focus is on inspection and rescue work in dangerous situations. On August 6, dangers occurred twice at the old dock in Tianluozhi, Hengtang. More than 100 people from the third-level emergency rescue and disaster relief team rushed to the scene as soon as possible to conduct emergency rescue operations. With the direct concern of the city leaders and the joint efforts of the garrison troops and migrant workers, the danger was eliminated and the lives and property safety of more than 2,000 households in the three villages in the sea pond were ensured.
After the typhoon, we focused on post-disaster self-rescue work. Two typhoons caused great damage to the new area.
Among them, within the jurisdiction of Typhoon Maisha, 2 seawalls collapsed and damaged 500 meters, 5 gangue gates were damaged, 16 houses collapsed, 361 houses were damaged, 1 pier was sunk, 3 were damaged, and the deep water network was damaged. 76 tanks and 770 shallow water cages were destroyed, 2,500 meters of mechanical farming roads and 3,000 meters of channels were washed away, and 700 meters of cross-port water pipes were damaged, causing direct economic losses of 24.25 million yuan. Typhoon "Kanu" caused a total loss of 5.8 million yuan (including 227,000 yuan for farmland water conservancy facilities, 3.867 million yuan for agricultural economy, 686,000 yuan for salt industry, fishery and transportation vessels, 61,000 yuan for houses, 860,000 yuan for enterprises, etc.). 2. Some experiences
The experience and lessons learned from the fight against typhoons "Maisa" and "Kanu" are very profound. Our experiences mainly include the following four:

The members of the party committee of our committee have a deep understanding that the new district occupies a special strategic position in the overall economic and social development of our city. If there are problems with the three prevention work in the new district, it will not only directly threaten the life and property safety of the people in the new district, but also directly It affects the people's confidence in the construction of the new area and affects the overall situation of the city's urbanization process and social and economic development. Therefore, the new district's flood prevention and typhoon prevention work has a heavy responsibility, and there must be no mistakes. After the city mobilization meeting, our committee immediately held a mobilization meeting at the management committee and street levels to quickly make arrangements for resisting Taiwan. During the days and nights of fighting against the typhoon, all members of the committee stayed at the front to take command.
(2) Strong organization and pragmatic work are the basis for winning the anti-Taiwan struggle. Our committee organized emergency and disaster relief work in strict accordance with the anti-Taiwan plan. For example, after receiving news of the approaching typhoon, all ships going to sea were promptly notified to return to the harbor to take shelter and personnel were safely disembarked. On the eve of the typhoon, our committee mobilized more than 400 party members and cadres to evacuate people urgently. In order to ensure the safety of the transferred personnel, our committee, Lincheng Street and community cadres took turns on duty day and night to provide free breakfast, lunch and dinner for more than 700 centralized resettlement personnel. (3) Unity and coordinated operations are the guarantee for victory in the anti-Taiwan struggle. During the two anti-Taiwan rescue operations, more than 400 party members and cadres were organized at the committee, street, and community (village) levels to join the anti-Taiwan front line, and a number of advanced models emerged. For example, when a danger occurred in the xxx old shipyard, more than 100 emergency rescue and disaster relief teams rushed to the scene as soon as possible to ensure the safety of the lives and property of more than 2,000 households in the three villages in the seawall. 3. Existing problems and corrective measures.
During the two fights against Taiwan, especially during the fight against Typhoon No. 9, some problems were exposed.
(1) Insufficient understanding of the dangers of typhoons. Second, insufficient attention is paid to small reservoirs and mountain ponds. What happened during this typhoon The water level in the pond in the village of xx was over-flooded. Third, insufficient efforts have been made to renovate dilapidated houses of poor people. There are still 54 households in dilapidated houses in the new district whose living conditions have not been improved. As a result, every time a typhoon comes, it is necessary to organize manpower and material resources to transfer people, and the work is relatively passive. Fourth, the construction and maintenance of water conservancy facilities are not enough. Due to the vast area and many islands in the new district, there is insufficient investment in the construction and maintenance of small (three) reservoirs and non-standard seawalls in Changzhi. Typhoon No. 9 this time caused two non-standard seawalls to enter the area. The water collapsed, and the two small ponds were in danger of overflowing and flooding.
