Zhang Jianzhong won the first prize in 1894, and then took three imperial examinations. The Senior Advisory Council was established by the Qing court in preparation for the constitution, with the purpose of cultivating the ability of parliamentarians and laying the foundation for the establishment of a bicameral formal parliament in the future. Members are composed of elected and elected members (members elected by the provincial advisory committee). The provincial advisory committee is the highest legislative and supervisory body of the country with certain independence, or a transitional mixed parliament.
