In order to strengthen regional joint prevention and control, reduce pollution peaks, and reduce the duration of pollution, in accordance with the relevant requirements of the "Xinxiang City Heavy Pollution Weather Emergency Plan", the municipal attack headquarters decided to launch a heavy pollution weather red warning at 20:00 on December 6. The specific requirements are now notified as follows:
1. Health Protection Measures
The publicity, press, publication, radio and television departments are responsible for supervising and coordinating newspapers, radio stations, television stations, telecommunications operators, etc. to issue the following health protection measures Warning: Children, the elderly and susceptible people with cardiovascular, cerebrovascular, respiratory and other diseases should stay indoors. If they really need to go out, they need to take protective measures; the general population should reduce outdoor exercise and outdoor working time.
The education department is responsible for supervising kindergartens, primary and secondary schools that have installed air purification devices to turn on the air purification devices in a timely manner; and supervising kindergartens, primary and secondary schools and other educational institutions to reasonably arrange outdoor activities. The health and family planning department is responsible for supervising medical institutions to add relevant disease outpatient clinics, emergency departments, and increase the number of medical staff.
2. Suggested pollution emission reduction measures

Including heavy pollution weather performance ratings of A, performance leadership and advanced performance and For enterprises that support people's livelihood, if pollution control facilities are operating normally and pollutants are discharged stably and up to standards, they are in principle encouraged to implement independent emission reductions and are only allowed to engage in production and operations with specific support tasks; other enterprises should strictly follow the 2021 heavy pollution regulations. The weather emergency emission reduction list implements corresponding levels of control measures, which include companies that prohibit transportation and prohibit road transportation and implement vehicle control requirements in accordance with the control list.
During the heavy pollution weather warning period, all counties and cities are requested to strengthen the management and control of enterprises that emit waste gas pollutants in their respective jurisdictions, and respond to whether they should stop or not stop, should not limit, or deliberately increase emissions and electricity consumption before the warning. Companies that use the pretext of "unable to stop for safety reasons" or "equipment debugging and maintenance" to avoid control will be dealt with strictly in accordance with laws and regulations.
Measures to reduce dust sources
The housing and urban-rural development department is responsible for supervising construction units to immediately stop outdoor dust- and gas-related operations at the construction site, and stop excavation, backfilling, on-site transport, and Lime mixing, concrete chipping and other earthwork operations will be carried out, and urban building demolition, supporting roads and pipe trench excavation operations for construction projects will be carried out. Emergency rescue, major livelihood projects and key projects that have been approved can be constructed normally under the premise of strictly implementing the "six hundred percent" construction requirements. On the basis of the daily frequency of road cleaning, the urban management department scientifically arranges cleaning and cleaning work methods according to dispatch instructions. The transportation department is responsible for the supervision and inspection of shutdowns at national and provincial trunk lines and highway construction sites. The water conservancy department is responsible for supervision and inspection of shutdowns at water conservancy project construction sites. The environmental protection department is responsible for the supervision and inspection of dust pollution control in industrial enterprise yards.
Measures to reduce emissions from mobile sources

The Municipal Vehicle Control Office continues to carry out random inspections of urea usage, oil products and exhaust gas of heavy-duty vehicles. During the warning period, heavy vehicles transporting slag and commercial concrete are prohibited from passing through, and all non-road mobile machinery is stopped. All administrative institutions, except for duty, law enforcement, emergency and other vehicles, will be sealed and stopped. Vehicles transporting epidemic prevention and control materials and people's livelihood support have opened green channels and are transported normally.
Other measures.
The agricultural and rural departments strictly implement the ban on crop straw burning. The urban management department strictly implements the ban on open burning of leaves and garbage, and increases the supervision of the normal operation of catering fume treatment facilities. The public security department strictly implements the ban on setting off fireworks and firecrackers in urban areas. The relevant competent authorities are responsible for supervising the cessation of outdoor spraying, painting, cutting, and slope protection spraying operations. The market supervision and management department shall do a good job in inspecting clean coal during the heavy pollution weather warning period. The transportation department is responsible for increasing public transportation capacity and ensuring citizens' travel. Meteorological departments take feasible meteorological intervention measures based on meteorological conditions.
4. Submit emergency daily report on time
During the heavy pollution weather control period, all localities are requested to hold meetings, deploy work, dispatch personnel for law enforcement inspections, and conduct inspections before 11 a.m. every day. The number of enterprises and the number of rectification problems found are summarized and reported through the "Henan Province Pollution Weather Information Management Platform". Based on the submitted information, the Municipal Administrative Office will report and criticize those places where the control measures are not fully implemented and supervision is ineffective. For places where the air quality has seriously declined due to ineffective control measures, public interviews will be conducted and they will be dealt with in accordance with laws and regulations.
