Luo, a native of Hui 'an, Fujian, was born in 1939. 1963 graduated from Tongji university majoring in architecture (six-year program), 1984 joined the Jiu San Society.

He is currently the vice president, chief architect and researcher of Beijing Urban Development Research Institute, and a national first-class registered architect; Adjunct Professor of Cadre College of Ministry of Housing and Urban-Rural Development; Visiting Professor, School of Architecture and Urban Planning, Beijing University of Technology; Visiting Professor, School of Art and Design, Beijing Institute of Fashion Technology; Chief Expert of Characteristic Rural Work Committee of China Rural Social Development Promotion Association; Consultant of Shaanxi Urban and Rural Planning and Design Institute, honorary president of Xiamen Branch; Consultant of China Forestry and Environment Promotion Association.

Before retiring, he was the deputy director and deputy chief architect of the rural construction pilot office of the Ministry of Construction, and the deputy chief architect of the Rural Planning and Design Institute of China Institute of Architecture Technology (now China Institute of Architecture Design).

1993-1997, as the project leader of "comprehensive technology of rural housing in 2000", 1994 was responsible for compiling "planning and design guidelines for demonstration communities of well-off housing in villages and towns in 2000" and was the first drafter; China construction news was awarded the title of "2002 China property market elite" with the theme of "inheriting folk culture"; As an expert judge of CCTV Economic Channel "Lighting the Space-2006 National Home Design TV Competition"; Won the title of "Honorary Citizen" in Taining, Fujian and "Honorary Villager" in Yang She Village, Longyan, Fujian.

He has written more than 40 books on village and town construction, traditional architectural culture, home decoration and architectural technical knowledge. His main works include Feng Shui and Modern Home, Home Environment and Culture in Ancient and Modern Times, Atlas of Modern Rural Houses, Modern House Design in Small Towns, Architectural Design Series in Small Towns, Self-study Series on Building Construction Knowledge, and Practical Home Decoration Series.
