As for the construction of emergency shelters, Zhou Qingdong requested that planning, earthquake and other departments and units have formed emergency plans, and now they must implement the formed plans to give full play to their role as temporary shelters. The planning department must identify and approve the emergency shelters in the plan so that they can be put into use as soon as possible. Counties (cities, districts), development zones, Jilin Oilfield Company, and municipal departments must put the prepared temporary shelters into use as soon as possible. The earthquake department is specifically responsible for the construction of emergency shelters. Each identified emergency shelter must have a sign with the name of the place so that the public can see it at a glance. At the same time, Level II and Level III emergency response should be activated, and two Level III emergency shelters should be built in accordance with standards in Jiangnan and Jiangbei.

As for the civil affairs disaster relief material reserve work, Zhou Qingdong requested that a material reserve warehouse be set up in Jiangnan and Jiangbei of the urban area to mainly store emergency clothing, shelter and emergency food materials.

From now on, emergency relief materials obtained from the country and provinces must be stored in warehouses in accordance with unified requirements. The city and county levels must make good calculations based on demand. The civil affairs department will calculate a demand list, and the financial department will allocate funds to ensure adequate reserves of emergency disaster relief materials.
