Government procurement bidding process

First, accept the entrustment.

The government procurement center shall handle the following matters after receiving the approval form for procurement projects:

Second, issue a tender announcement and an invitation to bid.

(1) If public bidding is adopted, a tender announcement shall be issued, which mainly includes: 1, the name and address of the tenderer; 2, the content of the project subject to tender, scale, source of funds; 3, the construction site and bidding period; 4. The place and time of obtaining the tender documents or prequalification documents; 5. Fees charged for bidding documents or prequalification documents; 6. Requirements for the qualification grade of bidders.

(2) If bidding is invited, the procurement center will issue bidding invitations to three or more specific legal persons or other organizations that have the ability to undertake construction bidding projects and have good credit standing, and the contents of the bidding invitations are consistent with the bidding announcement.

Three. qualification test

(1) If prequalification is adopted, the procurement center will issue a prequalification announcement and prepare prequalification documents. The prequalification announcement shall comply with the relevant provisions of the tender announcement, and the prequalification documents shall specify the conditions, standards and methods of prequalification; According to the characteristics and needs of the project subject to tender, potential bidders or bidders are required to provide documents that meet their qualification requirements, and the procurement center organizes relevant departments to conduct qualification examination for potential bidders or bidders; After the prequalification, the procurement center will issue a prequalification notice to the potential bidders who have passed the prequalification, telling them when, where and how to obtain the bidding documents, and at the same time informing the potential bidders who have not passed the prequalification of the prequalification results.

(2) If the post-qualification examination is adopted, the conditions, standards and methods for the qualification requirements of bidders shall be specified in the tender documents.

Fourth, registration

The bidder's representative shall bring his identity certificate and power of attorney to the procurement center at the time and place specified in the announcement to register and obtain the prequalification documents.

The procurement center shall prepare the bidding documents according to the characteristics and needs of the construction bidding project. The bidding documents include the following contents: 1, instructions to bidders; 2, the main terms of the contract; 3. Evaluation criteria and methods; 8, bidding auxiliary materials.

Six, the sale of the tender documents

After the tender documents are examined and confirmed by the leading group for bidding, the procurement center shall sell the tender documents at the time and place specified in the tender announcement, prequalification announcement or invitation for bidding. The selling time shall be from the date of selling the tender documents to the date of stopping the sale, and the shortest time shall not be less than five working days.

Seven. appendix

According to the needs, the tenderee or procurement center may make necessary clarifications or amendments to the issued bidding documents and notify all bidders in the form of addenda. Addenda must be issued three days before the bid opening.

Eight, site reconnaissance

According to the specific situation of the project subject to tender, the procurement center can organize potential bidders to inspect the project site and introduce the relevant situation and environment of the project site to them. The procurement center or the tenderee shall not organize bidders to visit the site alone or separately. If circumstances permit, the site survey may not be organized.

Nine, answer questions

The procurement center will answer the questions raised by potential bidders in reading the bidding documents and site reconnaissance in written form or by holding a preparatory meeting for bidding, but at the same time, it needs to inform all potential bidders who purchase the bidding documents in written form, and the answers are an integral part of the bidding documents.

X. Bidding method

In principle, bidding without pre-tender price shall be carried out for project bidding, and the procurement center shall provide the bill of quantities when providing the bidding documents. If the pre-tender estimate needs to be prepared, the preparation process and pre-tender estimate must be kept confidential, and the pre-tender estimate is only used as a reference, not as the only basis for bid evaluation.

XI。 Bidding and submission of bid bond

(a) the bidder shall, in accordance with the requirements of the tender documents, seal the tender documents and deliver them to the bidding place before the deadline for submitting the tender documents, and the procurement center shall sign for them and keep them, and shall not open them. Bidders may supplement, modify or withdraw the submitted bid documents before the deadline for submission of bid documents, and notify the procurement center in writing. The supplementary and modified contents are an integral part of the bidding documents and shall be submitted to the procurement center before the deadline for submitting the bidding documents.

(2) The bidder's bid bond shall be submitted to the procurement center together with the bidding documents. In addition to cash, the bid bond can be a bank guarantee or a bank draft issued by a bank. The amount of bid bond is 2% of the project budget.

XII. Establishment of the Bid Evaluation Committee

The bid evaluation committee consists of representatives of the tenderee and relevant technical and economic experts, with an odd number of more than five members, of which technical and economic experts shall not be less than two thirds of the total number of members. The representative of the bidder shall not appear as an expert. The list of personnel of the bid evaluation committee shall be kept confidential until the bid winning result is determined.

Thirteen. Bid opening, evaluation and selection

The bid opening meeting shall be held in public at the same time as the deadline for submission of bid documents determined in the tender documents. The place of bid opening shall be the place in the tender documents. The bid opening meeting shall be presided over by the staff of the procurement center, and the participants include representatives of procurement units, bidders, supervisors of discipline inspection commission, procurement supervisors, notaries and other departments.

(1) The meeting procedures for bid opening, bid evaluation and bid selection generally include: 1. The bidder shall report for duty, pay the bid bond and submit the bid documents; 2. (2) Bid evaluation

1, the bid evaluation shall be conducted by the legally established bid evaluation committee in accordance with the bid evaluation method specified in the tender documents. It is carried out in strict confidentiality, and is supervised by the personnel of discipline inspection and supervision, procurement supervision office and notary department on the spot.

2, the judges should fully study the tender documents, familiar with the scope and nature of the project subject to tender, the main technical requirements, business terms, evaluation criteria, evaluation methods and related factors considered in the evaluation process. When evaluating bids, the judges should first make a preliminary review of the bidding documents and list the major deviations and minor deviations. If there is a major deviation, it will be invalidated. For minor deviations, the jury shall require bidders to make corrections at the end of bid evaluation.

3. After the preliminary evaluation, the bid evaluation committee shall conduct a detailed evaluation of the preliminary evaluation bidding documents according to the evaluation methods and standards of the bidding documents.

4. If the lowest price method is adopted for bid evaluation, the bid evaluation committee will review the bidder's budget and evaluate the bidder at the lowest price not lower than the enterprise cost.

5. If the comprehensive bid evaluation method is adopted, the bid evaluation factors include: project quality, construction period, tender offer, construction organization design or construction scheme, bidder qualification, project manager qualification and performance. After the bid evaluation, the bid evaluation committee shall submit a written bid evaluation report to the tenderer, recommend 1-3 successful candidates, and indicate the order.

(3) Calibration

The tenderer shall determine the winning bidder according to the written bid evaluation report submitted by the bid evaluation committee, or the tenderer shall authorize the bid evaluation committee to directly determine the winning bidder.

The tenderer shall determine the winning candidate ranked first as the winning bidder. If the winning candidate ranked first gives up the bid and cannot perform the contract or submit the performance bond in accordance with the provisions of the tender documents due to force majeure, the tenderer may authorize the bid evaluation committee to directly determine the winning candidate ranked second as the winning bidder, and the winning candidate ranked third shall also handle it.

(four) issued a letter of acceptance.

1. After the winning bidder is determined, the procurement center will issue a bid-winning notice to the winning bidder and notify all bidders who have not won the bid.

2. If the bidder has any questions about this bidding activity, it can submit them to the tenderer or the procurement center in written form, and the tenderer or the procurement center will give a reasonable and fair reply in time according to the provisions of the Procurement Law.

Fourteen, submit a written report on the bidding situation.

The procurement center shall submit a written report on the bidding situation to the government procurement supervision department within fifteen days from the date of issuing the bid-winning notice.

(3) Instructions to bidders, technical conditions, bid evaluation standards and methods in the tender documents;

Fifteen. Sign a construction contract

The tenderer and the winning bidder shall sign a written contract in accordance with the tender documents and the bidding documents of the winning bidder within the prescribed time limit, and the procurement center shall be responsible for contract review. This contract is made in quintuplicate, with Party A and Party B holding one copy respectively, and the procurement center and procurement supervision office holding one copy respectively.

Sixteen. Refund of bid bond

Within five working days after the tenderer signs the contract with the winning bidder, the procurement center will refund the bid bond to the unsuccessful bidder.

Seventeen, bidding data collection

After the bidding, the procurement center will sort out the contract and bidding process information into a book and file it.
