In 2022, Hainan introduced new regulations for foreigners to buy cars.
1. Cancel the residence permit requirement for applying for incremental indicators of passenger cars. From September 2022 to February 2022, 365,438,365,438+0, non-Hainan household registration personnel can directly apply for the increment index of passenger cars as long as they have paid social security for 48 months in the province in the past 8 years or paid personal income tax in the province in the past 24 months;
2. Cancel the update index limit for vehicles registered under individual names. Before the introduction of the new policy, if there were more than three passenger cars registered under the name of individuals in Hainan Province, only three of them could get updated indicators. After the introduction of the new policy, there is no limit on the number of individual applications for passenger car renewal indicators before the end of 65438+February in 2022.
3. Improve the winning rate of the index lottery. During the implementation of the policy, the unused passenger car indicators in 2022 will be activated and put back into the number pool, and the ordinary passenger car indicators will be additionally increased to improve the chances of winning the lottery.
4. Cancel the new energy vehicles registered under the individual name and can no longer participate in the lottery limit of fuel vehicle indicators. Since September 2022, individuals have registered new energy vehicles in Hainan Province, but those who don't have fuel vehicles can apply to participate in the increment index lottery of fuel vehicles.
Legal basis: Article 12 of the Regulations on Motor Vehicle Registration.
When applying for registration, the owner of a motor vehicle shall submit the motor vehicle for examination, confirm the application information, and submit the following certificates and vouchers:
(a) the identity certificate of the owner of the motor vehicle;
(two) proof of the origin of motor vehicles such as car purchase invoices;
(3) The factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle;
(four) motor vehicle traffic accident liability compulsory insurance certificate;
(five) vehicle purchase tax, vehicle and vessel tax payment certificate or tax exemption certificate, except that it is not within the scope of collection according to law;
(6) Other certificates and vouchers required by laws and administrative regulations when registering motor vehicles.
