According to the Fujian Provincial Department of Human Resources and Social Security and the Provincial Department of Education's Implementation Plan for Deepening the Reform of the Professional Title System of Primary and Secondary School Teachers in Fujian Province (Ren Min She Wen [20 16] 142), we hereby notify you of the work related to the professional title evaluation of primary and secondary school teachers in our province as follows:
I scope and conditions of the review
In our province, ordinary primary and secondary schools, kindergartens, special education schools, work-study schools, teaching research, audio-visual education, off-campus educational institutions and other on-the-job personnel who are engaged in education and teaching research and have not reached the statutory retirement age of the country have the corresponding qualifications for teachers' posts and can declare and evaluate the corresponding teachers' titles.
The evaluation conditions shall be implemented with reference to the Standard Conditions for Evaluating the Level of Primary and Secondary School Teachers in Fujian Province and the Standard Conditions for Evaluating the Level of Kindergarten Teachers in Fujian Province. Among them, the requirements of continuing education are implemented in accordance with the Regulations on Continuing Education for Professional and Technical Personnel (Order No.25 of Ministry of Human Resources and Social Security), and the requirements of continuing education before the promulgation of Order No.25 of Ministry of Human Resources and Social Security are still implemented in accordance with the Opinions on Strengthening Continuing Education for Professional and Technical Personnel issued by the former Ministry of Personnel and other four ministries (No.96 [2007] of the Ministry of Human Resources). In view of the fact that this year is the first year of reform, the time for our province to apply for the post evaluation and appointment of primary and secondary school teachers at higher levels and calculate the post conditions is 65438+February 3 1. After the successful implementation of the reform, the application time and the calculation time of post conditions of primary and secondary school teachers' superior posts were all ended on August 3 1 day of the previous school year.

Second, the evaluation method
According to the Fujian Provincial Department of Human Resources and Social Security and the Provincial Department of Education, the Measures for the Evaluation of Professional Titles of Primary and Secondary School Teachers in Fujian Province (Ren Min She Wen [2065 438+06] 142) was implemented. The school organizes competitive recommendation according to the number of teacher vacancies and work needs. The selection ratio of referees with corresponding qualifications and promotion evaluation shall be determined by the research of districts and cities.
Three, senior teachers, senior teachers (primary schools, kindergartens) recommended candidates
All localities should adhere to the standards and strictly control the quality when recommending evaluation objects, pay attention to recommending outstanding young and middle-aged backbone teachers, and really recommend outstanding teachers with strong educational practice ability, good teaching effect and high public recognition. According to the Reply of Ministry of Human Resources and Social Security and the Ministry of Education on the Implementation Plan of Deepening the Reform of the Professional Title System of Primary and Secondary School Teachers in Fujian Province (Ministry of Human Resources and Social Security [2065438+ 06] No.64), the number of full-time and senior teachers in our province has been approved by the state. After research, it is suggested that the number of full-time and senior teachers participating in the evaluation should be controlled at 90, and the number of senior teachers (primary schools and kindergartens) should be controlled at 800 (see Annex 65438+for the recommended quota allocation).
Four. Suggested review procedure
The evaluation of kindergarten teachers' professional titles in primary and secondary schools shall be graded. The Provincial Department of Human Resources and Social Security and the Department of Education are responsible for organizing the evaluation of senior teachers and senior teachers (primary schools and kindergartens), and the evaluation of teachers' professional titles at other levels is organized and implemented by cities and counties (districts). Provincial schools (units) teacher title declaration and evaluation is still in accordance with the original provisions.
(a) all localities and schools (units) should disclose the number, standard conditions and evaluation methods of professional and technical positions to teachers, and organize teachers to declare.
(2) The applicant shall truthfully fill in the Evaluation Form for Professional and Technical Positions (uniformly printed by the Ministry of Personnel), the Registration Form for Kindergarten Teachers in Primary and Secondary Schools in Fujian Province to Teach in Rural Schools or Weak Schools, the Concise Evaluation Form for Kindergarten Teachers in Primary and Secondary Schools, and the Post Declaration Form for Kindergarten Teachers in Primary and Secondary Schools (see Annexes 2, 4, 5 and 6), and provide relevant materials. The contents to be filled in are forged academic qualifications, qualifications, papers and works, scientific research achievements, award-winning certificates, workload, etc. , a "one-vote veto" will be implemented to cancel its qualification. Those who have obtained the qualifications for professional and technical positions shall be revoked, and those who have been appointed for professional and technical positions shall be dismissed; No declaration shall be made within two years from the date of verification. Due to incomplete materials and other problems, which affect the evaluation of professional titles, the applicant and the unit are responsible.
(III) Schools (units) should carefully verify the teacher's application materials, fill in the Summary of Primary and Secondary Kindergarten Teachers' Undertaking Teaching and Working as Class Teachers (see Annex 7), publicize the application materials in schools (units), and indicate in the bulletin board of the Primary and Secondary Kindergarten Teachers' Declaration Form "After publicity (the date of publicity is from ×××××××××××××××××××××××××××××××××××××××××××××××××××××××××××××××××××××××
(four) the county (city, district) Education Bureau and the relevant departments are responsible for the assessment of teachers' morality, performance, education and teaching performance. The application is made by the school (unit), and after being audited by the local people's social security bureau, the recommended candidates are reported to the district and city education bureau.
(five) the Education Bureau of the districts and cities shall organize and recommend candidates to give lectures (see Annex 3 for the lecture opinion table) and submit them to the corresponding jury for review; Provincial primary and secondary schools, kindergartens and teaching and research institutions recommend candidates to lectures organized by the Provincial Department of Education.

(1) This year, our province has fully implemented the reform of the professional title system of primary and secondary school teachers in the province, and the evaluation of professional titles involves teachers' vital interests. All localities should conscientiously study and master the policies, contents and requirements of the reform of the title system of kindergarten teachers in primary and secondary schools in our province, take the time to arrange the annual recommendation and evaluation of the titles of kindergarten teachers in primary and secondary schools reasonably, standardize the evaluation procedures, improve the evaluation quality, and ensure the openness, fairness and impartiality of the evaluation work.
(2) All localities and relevant schools (units) should search the papers provided by the applicant on the Internet, log on to the website of the General Administration of Press, Publication, Radio, Film and Television (/) to confirm whether the publications provided by the applicant have been approved by the competent department of press and publication, and confirm whether they are papers of this major or subject according to the standard of China Library Classification. Articles published in illegal journals or not retrieved in corresponding journals cannot be regarded as paper achievements. Senior teachers should provide an index of core journals.
(three) provincial primary and secondary schools, kindergartens and teaching and research institutions to declare the evaluation materials, please before June 30, delivered to the Provincial Department of education teachers (vocational reform office); All districts, cities and Pingtan Comprehensive Experimental Zone shall apply for full-time and senior teachers, and the evaluation materials for senior teachers in primary schools and kindergartens shall be delivered to the Teachers' Office of the Provincial Department of Education (Vocational Reform Office) before July 15. The Education Bureau of each district and city and the provincial schools (units) shall also submit the summary table of the list of applicants and the summary table of the basic situation of senior teachers (see Annexes 8 and 9), and attach the electronic version.
