In order to facilitate the municipal and county-level municipal people's governments to determine and adjust the banned areas and places, according to the relevant provisions of the State Council's Regulations on the Safety Management of Fireworks and Firecrackers, Article 3 of the Regulations makes it clear that the municipal and county-level municipal people's governments should reasonably determine the banned areas and places according to the actual situation, and gradually and reasonably expand the scope according to law.

Third, the propaganda and guidance of the ban.

" In view of the large number of fireworks and firecrackers in residential areas, in order to effectively play the role of property service enterprises in prohibiting fireworks and firecrackers, the second paragraph of Article 14 of the Regulations stipulates the obligation of discouraging and reporting property service enterprises.
