The "Measures" focus on welfare subsidies for foreign employees and encouragement and support for enterprise production, and put forward ten measures with the main contents of retaining people before the holiday, ensuring production, recruiting people after the holiday and implementing services. For example, in order to encourage employees outside the city to stay for the New Year, industrial enterprises with more than 30 employees staying for the New Year before February 2, 2023 will be given a one-time stay subsidy according to the standard of 500 yuan for each employee insured in the field, and 20G local transportation and new resident points will be given free of charge to employees who stay for the New Year.

In order to encourage employees of enterprises to return to their posts as soon as possible, the "Measures" clearly provide 200 yuan/person one-time transportation subsidies to poor people in counterpart areas who are employed across provinces. The Measures focus on the production and operation of enterprises, encourage enterprises with more orders and heavier production tasks to take flexible vacations and wrong vacations for employees, actively seize opportunities and speed up production, and give a one-time reward ranging from 500,000 yuan to 200,000 yuan for industrial sales revenue in the first quarter of 2023.

In order to help enterprises expand the market and grab orders, the Measures will increase subsidies for the expenses of enterprises going out. Among them, overseas exhibitions held in Asia will be given a subsidy of 8,000 yuan per person, and those held outside Asia will be given a subsidy of 6,543.8+0.5 million yuan per person; Foreign trade enterprises go to other RCEP member countries to carry out important business activities, and each person is given a 30% subsidy for entry and exit air tickets.
