On September 20th, 20 13, EBU announced the rules of this competition. The competition is still divided into two preliminaries (semi-finals) and one final, and the final score of the song is still determined by the total score voted by the audience and the scores given by the judges in various countries. However, the voting part of the rules of this competition has changed. These rules are designed to provide viewers with more transparent scoring details. Please announce the names of the five judges of the delegations of participating countries before May 20 14 1 day. After each game, all the scores of each judge will be fully announced. The selected jury must represent gender, age and background. Judges must be professional musicians, including DJ, singer, composer, lyricist and music producer. In addition, people who have served as judges in the previous two years can no longer serve as judges this year. Producers will once again directly specify the performance order of songs in the semi-finals and finals, instead of adopting a fairer random lottery system used in some previous competitions. The lottery ceremony to determine the allocation of the preliminaries was held in Copenhagen City Hall on October 20th, 20 14/KLOC-0. Prior to this, Norway and Sweden had divided two different preliminaries on 20 1 131October 24th to maximize the total number of tickets booked by the audience in these two countries. EBU headquarters drew lots to decide that Sweden was divided into the first group and Norway was divided into the second group. Since the first preliminaries happened to be a national holiday in Israel, EBU also arranged Israel in the second preliminaries at the request of the Israeli delegation. The remaining participating countries (excluding France, Germany, Italy, Spain, Britain and host Denmark, which can directly advance to the finals) were put into six large glass jars according to their comprehensive scores in the past 10. The draw for the six glass jars will be made by drawing lots. There are also two large glass jars marked with lots of different colors, from which another lottery player draws lots. Every time a country and a game are drawn, the last group drawn by that country will be read. On the one hand, this is to increase appreciation, on the other hand, it is also to reduce the phenomenon of brushing tickets for neighboring countries.
The six countries that can directly advance must also vote in different preliminaries, and all of them can only vote for the preliminaries designated by the lottery. Germany has already submitted an application to vote in the second preliminaries and got permission from EBU, so there is no need to participate in the lottery. The lottery to decide the voting time of the remaining five countries' respective preliminaries was also held on the 20th. Under the supervision of three leaders of EBU, two representatives of Digame, a TV voting cooperative group, held a public lottery ceremony. In other words, not all countries send representatives to participate in the group draw, but Digame does it alone. Moreover, this lottery only determines the division of the game, not the specific order of each country in a certain game. The labels in the six glass jars are as follows: the first jar, the second jar, the third jar, the fourth jar, the fifth jar, the sixth jar, Albania, Macedonia, Montenegro, Slovenia, Switzerland, Estonia, Finland, Latvia, Lithuania, Azerbaijan, Belarus, Georgia, Russia, Ukraine, Armenia, Belgium, Greece, Ireland, the Netherlands and Austria.
