Third, because the owner of the passenger ferry did not cooperate with the investigation and did not truthfully report the actual number of passengers, after repeated interrogation, the number of people on board changed from 29 at the beginning to about 38, which caused great difficulties in verifying the number of accident victims, survivors and missing persons.

Fourthly, due to the complicated terrain of the river channel where the accident occurred and the fast-flowing water, it is impossible to find the location of the sunken ship and salvage it in time, and it is also difficult to judge whether there are bodies of the victims on the sunken ship. It was not until the afternoon of March 14 that the position of the sunken ship was determined and the salvage began that the passenger ship was found to be in an inverted state when it sank. Until the afternoon of March 15 1, the searchers continuously fished out 12 bodies of the victims from the sunken ship and dragged the sunken ship to the shore.

"So from the announcement of two deaths to 14 deaths, we are all based on the fact that the remains of the victims have been salvaged, and there is no problem of concealing it."
