5. The deed tax shall be levied at the rate of 1% for the first time that an individual purchases a renovated resettlement house below 90 square meters; The purchase of more than 90 square meters, but in line with the standard of ordinary housing renovation resettlement housing, according to the statutory tax rate levied by half deed tax.
6. Individuals who obtain monetary compensation for the expropriation of houses and use it for the purchase of housing decoration and resettlement, or who exchange property rights for the expropriation of houses and obtain housing decoration and resettlement, shall be exempted from deed tax in accordance with relevant regulations. Personal compensation for demolition obtained by individuals shall be exempted from personal income tax in accordance with relevant regulations.

5. With the consent of more than two-thirds of the members of rural collective economic organizations or more than two-thirds of the villagers' representatives, the collective construction land can be used for redevelopment of inefficient land, and can be transformed by itself according to the plan or developed and constructed in cooperation with relevant units by means of pricing shares, cooperative joint venture or lease; It can also be reported to the Municipal People's Government for approval, converted into state-owned construction land and allocated to rural collective economic organizations for use.
6. Rural collective construction land involves old land demolition and new land construction. Under the condition that the area of construction land does not increase and the area of agricultural land does not decrease, land adjustment can be carried out by land replacement.
7. Land replacement can be conducted between collective construction land and collective construction land, between collective construction land and state-owned construction land, and between state-owned construction land and state-owned construction land. Provide land in a flexible way and allow the original landowners to participate in land revenue sharing.

(1) Regular meeting system. (2) Regular reporting system.
