In order to better implement the Detailed Rules for the Implementation of Urban House Demolition in Qinhuangdao City (issued by Qin Zheng [2005] No.57) and the Implementation Opinions of Qinhuangdao Municipal People's Government on the Reconstruction of Old Residential Areas and Villages in the City (issued by Qin Zheng [2005] 154), protect the legitimate rights and interests of both parties in the process of urban house demolition, embody the people-oriented principle and guarantee the reconstruction of old residential areas and old cities.

First, adhere to democratic procedures and strictly control the formulation of demolition plans and demolition plans.

On this basis, the demolition applicant, together with the joint working group, organized the neighborhood (village) committee to hold two committees and the neighborhood (village) people's congress to study the renovation of dilapidated buildings, solicit opinions on the demolition plan and demolition plan, and form meeting minutes.

4. Adhere to the openness of government affairs. The villagers' committee in the village reconstruction area shall confirm and publicize the identity of the members (villagers) of the village collective economic organizations and the list of members (villagers) who meet the household conditions.
