1983, the county governs 1 town (metropolis) and 18 district (platform, Fucheng, Guiwei, Luoshun, Chengjian, Zhu Bao, Tongmen, Dafang, Daquan, Dawan, Qianguan, Hekou, Liantan, Lidong and Dongba).

1987, the county governs 13 towns (capital, platform, Guiwei, Tongmen, Chengjian, Luopang, Qianguan, Dawan, Hekou, Songgui, Dongba, Liantan and Nanjiangkou Town) and 6 townships (Fucheng, Luoshun, Zhu Bao, Dafang and Daquan).
