Juxian county fireworks and crackers forbidden zone
In order to strengthen the safety management of fireworks and firecrackers, reduce environmental pollution, and ensure public safety and citizens' personal and property safety, Juxian County decided to implement measures to prohibit the discharge of fireworks and firecrackers according to the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Regulations on the Safety Management of Fireworks and Firecrackers, the Regulations on the Administration of Rizhao City and the Measures for the Administration of Fireworks and Firecrackers in Rizhao City.
1. Fireworks and firecrackers are prohibited in the following areas:
Juxian urban built-up area, east to Wulou Avenue, west to Liu Qinghe, south to Wanghai Avenue and north to the south of jiaozhou-xinyi railway. The above areas will no longer approve new retail outlets for fireworks and firecrackers, and those that have been approved will not continue.
Two, it is forbidden to set off fireworks in the following places outside the area, and it is forbidden to set off fireworks:
(a) cultural relics protection units;
(2) Transportation hubs such as stations and railway line safety protection zones;
(3) Units that produce and store inflammable and explosive articles;
(four) power transmission and transformation, gas, fuel and other energy facilities in the safety protection zone;
(5) Office areas, medical institutions, kindergartens, primary and secondary schools, pension institutions, public cultural service places and places for religious activities;
(six) parks, scenic spots, forests and other key fire prevention areas;
(7) Overpasses, overpasses, elevated roads and tunnels;
(eight) shopping malls, markets and other crowded places.
Three, other areas outside the scope of the above measures prohibit the discharge of fireworks.
4. During the emergency response period above Grade III (inclusive) in heavily polluted weather, fireworks and firecrackers are completely prohibited throughout the county.
Five, the Township People's government, street offices should strengthen organization and coordination, guidance and supervision, and guide communities, villages and streets, owners' committees to formulate villagers' conventions, residents' conventions and management regulations, and regulate the discharge of fireworks and firecrackers.
Six, community, village street to strengthen the publicity and education of residents and villagers, and guide the change of customs and set off fireworks and firecrackers in accordance with the law, civilization and safety. The owners' committee and the realty service enterprise shall cooperate with the work of the community residents' committee. The realty service enterprise shall dissuade the illegal discharge of fireworks and firecrackers within the realty management area. If the dissuasion is ineffective, it shall report to the public security organ in time.
Seven, the public security department is responsible for the safety management of fireworks, education, sports, civil affairs, housing and urban construction, cultural tourism, emergency management, administrative examination and approval, market supervision and management, comprehensive administrative law enforcement, business, ecological environment and other departments in accordance with their respective functions and duties, do a good job in the management of fireworks.
Eight, administrative examination and approval, civil affairs, natural resources and planning departments in the process of market registration, marriage registration, property registration and other business, should be through the announcement, the establishment of bulletin boards and other forms, to carry out publicity and education to prohibit the discharge of fireworks.
Radio, television, newspapers, online news media, etc. , we should do a good job in the publicity and education of changing customs and setting off fireworks and firecrackers safely.
Guardians of schools, kindergartens and minors shall educate minors about the safe discharge of fireworks and firecrackers, and guide them not to discharge fireworks and firecrackers.
Units or individuals engaged in celebrations, weddings and other services in areas, places and times where fireworks and firecrackers are prohibited shall not provide fireworks and firecrackers services to customers.
Nine, any unit or individual has the right to discourage the illegal discharge of fireworks and firecrackers, or to report to the public security organs with videos and pictures that can truly reflect the time, place, perpetrator and discharge behavior of illegal discharge.
Ten, one of the following circumstances, shall be punished in accordance with the relevant provisions of the "Rizhao fireworks management measures":
Fireworks are set off in areas, places and times where fireworks are prohibited, or in a way that endangers public safety and personal and property safety, the public security department shall order them to stop, and impose a fine of more than 100 yuan and less than 200 yuan; If the circumstances are serious, a fine of two hundred yuan or more and five hundred yuan or less shall be imposed; Those who violate the administration of public security shall be punished according to law.
Fireworks and firecrackers are not cleaned up immediately after discharge, and the comprehensive administrative law enforcement department shall punish them in accordance with the provisions of the Regulations on Urban Management of Rizhao City on littering paper scraps and other wastes.
Engaged in fireworks business without approval, by the emergency management department shall be ordered to stop illegal business activities, a fine of twenty thousand yuan and one hundred thousand yuan, and confiscate the illegal business items and illegal income; If it constitutes a violation of public security administration, it shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
Units or individuals engaged in celebrations, weddings and other services in areas, places or times where fireworks and firecrackers are prohibited provide fireworks and firecrackers services to customers, and the public security department shall order them to stop setting off fireworks and firecrackers and impose a fine on 500 yuan; Those who violate the administration of public security shall be punished according to law.
Staff of relevant departments who abuse their powers, neglect their duties or engage in malpractices for selfish ends in the management of fireworks and firecrackers shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
Eleven, encourage civilized festivals, advocate the public to change customs, and hold festivals, opening ceremonies, weddings and funerals and other activities in a safe and environmentally friendly way. Organs, institutions and state-owned enterprises are not allowed to set off fireworks. Party member cadres and public officials should take the lead in observing this circular.
This notice shall come into force on February 1 day, 20265438, and shall be valid until October 3 1 day, 2024.
