Chapter 1 General Provisions Article 1 In order to strengthen the defense against meteorological disasters, avoid and reduce losses caused by meteorological disasters, ensure the safety of people's lives and property, and promote economic and social development, in accordance with the "People's Congress of the People's Republic of China and the National The Meteorological Law, the State Council's Meteorological Disaster Prevention Regulations and other laws and regulations are formulated in conjunction with the actual conditions of the province. Article 2 When engaging in meteorological disaster prevention activities within the administrative region of this province, these regulations shall apply.
Meteorological disasters as mentioned in these regulations refer to disasters caused by typhoons, heavy rains, droughts, lightning, strong winds, low temperatures, high temperatures, heavy fog, hail, haze and tornadoes. Article 3 Meteorological disaster prevention work follows the principles of people-oriented, scientific prevention, government leadership, departmental linkage, and social participation. Article 4 The people's governments at or above the county level shall strengthen the leadership of meteorological disaster prevention work, establish and improve the coordination mechanism for meteorological disaster prevention work and the responsibility system for disaster prevention and reduction, improve the construction of meteorological disaster prevention infrastructure, and integrate meteorological disaster prevention work into the national affairs of the region. Economic and social development planning, the required funds are included in the fiscal budget of the same level. Article 5 The meteorological authorities at or above the county level are responsible for the monitoring, forecasting, and early warning of disastrous weather within their respective administrative regions, as well as climate feasibility demonstration, artificial weather modification, lightning protection, etc., and organize meteorological stations to carry out climate change analysis and climate impact assessment. work; assist relevant departments in monitoring, forecasting, early warning and disaster reduction of meteorological derivatives and secondary disasters.
Relevant departments of the people's governments at or above the county level shall, in accordance with the division of responsibilities, work together to prevent meteorological disasters and their derivatives and secondary disasters in the province. Article 6 Township people's governments and sub-district offices should be equipped with meteorological disaster prevention coordinators, and village (resident) committees should be equipped with information officers.
Associates and information officers are specifically responsible for the management of meteorological disaster prevention facilities, meteorological disaster collection, meteorological disaster early warning information dissemination, emergency liaison, disaster reporting, meteorological science popularization and meteorological services for agriculture. Article 7 People's governments at or above the county level shall organize meteorological authorities and relevant departments to publicize laws and regulations on meteorological disaster prevention to the public, popularize meteorological disaster prevention knowledge, enhance public awareness of meteorological disaster prevention, and organize emergency drills based on the characteristics of local meteorological disasters. , Improve the public’s emergency capabilities for risk avoidance, disaster avoidance, self-rescue, and mutual rescue.
Village (resident) committees, enterprises and institutions should assist the local people's government in publicizing knowledge on meteorological disaster prevention and meteorological disaster emergency drills, and provide relevant information on meteorological disaster prevention to the local people's government. Article 8 If meteorological disaster prevention work involves more than two administrative regions, the relevant local people's governments and relevant departments shall establish a joint defense system and strengthen information communication. When necessary, the provincial people's government or its relevant departments will organize and coordinate. Article 9 The Provincial People's Government shall rationally allocate meteorological disaster prevention resources, promote the balanced development of meteorological disaster prevention work, and construct and manage infrastructure such as emergency shelters and public lightning protection facilities in old revolutionary base areas, minority areas, and poverty-stricken areas. investment to provide support. Chapter 2 Prevention Article 10 People's governments at or above the county level shall organize meteorological authorities and relevant departments to conduct meteorological disaster censuses, establish meteorological disaster databases, conduct meteorological disaster risk assessments, compile meteorological disaster risk zoning, delineate meteorological disaster risk areas and implement announcement.
Meteorological disaster risk assessment should include the following contents:
(1) Analysis of the history and current situation of meteorological disasters;
(2) Meteorological disaster risk prediction;< /p>
(3) Countermeasures and measures to prevent or mitigate the impact of meteorological disasters;
(4) Meteorological disaster risk assessment conclusions. Article 11 People's governments at or above the county level shall organize meteorological authorities and relevant departments to prepare meteorological disaster prevention plans for their respective administrative regions and organize their implementation based on the characteristics of local meteorological disasters, risk assessment results and economic and social development trends. Meteorological disaster prevention plans should be revised in a timely manner based on changes in meteorological disasters.
The meteorological disaster prevention plan shall include the following contents:
(1) The guiding ideology, principles, goals and tasks of meteorological disaster prevention;
(2) Meteorological disaster prevention Prediction, estimation and assessment of disaster status and development trends;
(3) Meteorological disaster-prone areas and key defense areas;
(4) Meteorological disaster defense standards;

(5) Meteorological disaster prevention projects, measures and implementation plans;
(6) Meteorological disaster prevention facility construction and management;
(7) Meteorological disaster emergency response Measures;
(8) Other contents stipulated by laws and regulations. Article 12 When formulating overall land use plans, urban and rural plans, regional and river basin construction, development and utilization plans, as well as special plans for agriculture, forestry, energy, environmental protection, marine fisheries, water conservancy, transportation, tourism, etc., meteorological disaster prevention shall be taken into consideration requirements. Article 13 People's governments at or above the county level and relevant departments shall organize the formulation of meteorological disaster emergency plans for their own administrative regions and departments based on the meteorological disaster prevention plan and the characteristics and possible harm of local meteorological disasters, and report them to the people at the next higher level. The government and relevant departments shall register and announce it to the public.
The meteorological disaster emergency plan shall include the following contents:
(1) Meteorological disaster emergency organizational command system and responsibilities;
(2) Meteorological disaster prevention and early warning Mechanism;
(3) Meteorological disaster emergency plan activation and response procedures;
(4) Meteorological disaster emergency response and safeguard measures;
(5) Post-disaster Recovery and reconstruction measures.
