Under the current circumstances where development and environmental protection pressures exist, we are required to go all out to achieve economic development within the environmental capacity. If environmental protection work is not done well, the pressure for development will be greater. Next, I would like to share some opinions on this year’s environmental protection work:
1. Affirm achievements, face up to problems, and effectively enhance the sense of responsibility and urgency to do a good job in environmental protection work
In 20**, despite the intertwining pressure of development, the pressure of environmental protection as a whole, and various conflicts from all walks of life, environmental protection work achieved good results. First, energy conservation and emission reduction have achieved remarkable results. In 20**, the city completed 218 emission reduction projects, exceeding the "Twelfth Five-Year Plan" emission reduction target. Second, achievements have been made in air pollution prevention and control. The air quality in urban areas has improved. The average concentration of PM10 in 20** was 108 μg/m3, a decrease of 4.4% compared with 2014. In particular, the average PM10 value in the second half of the year was 91 μg/m3, a decrease of 28% from 126 μg/m3 in the first half of the year. It was not easy to achieve such results when our city was continuously affected by haze and dust weather from the north. Xiangyang is located at the southern end of the Nanyang Basin and is greatly affected by external sources. As long as there is pollution in Nanyang, the pollution in Xiangyang will become serious in about 5 to 8 hours. At present, the proportion of external pollution sources and endogenous pollution sources in Xiangyang is gradually equaling. In addition, we are at the southern end of the Nanyang Basin. When the wind blows to Xiangyang, it becomes a cyclone due to the obstruction of Xian Mountain, and the pollution particles will fall back to In urban areas, this is also the reason why the PM10 and PM2.5 values at the Xiangcheng Sports Road Monitoring Station have always been relatively high. The special geographical location cannot be avoided or changed. Therefore, we can only make up for it by increasing our internal strength and doing more work to strengthen the control of endogenous pollution sources. Only by controlling PM10, PM2.5 will naturally occur. Only when the air quality decreases will the overall air quality improve. Third, water resources protection has achieved remarkable results. The water quality of the Xiangyang section of the main stream of the Han River meets the requirements of functional zoning. Previous *** work reports have emphasized the need to "ensure that the water quality in the Xiangyang section of the main stream of the Han River maintains Category II level, and that all centralized drinking water sources in the city, county and above meet the standards." Last year, many non-governmental organizations intensified their efforts to observe and monitor the water quality of the entire Han River Basin. This year, they will ensure the water environment protection of several main roads in the Han River section, as well as centralized water sources and sewage treatment plants in villages and towns near the Xiaoqing River and Tangbai River. Ensure new results in water resources protection work. Fourth, effective measures are taken to combat environmental violations. We conscientiously implemented the new environmental protection law and organized a special campaign to "severely punish environmental violations and protect the public's environmental rights and interests", inspected 3,019 enterprises, investigated and rectified 181 environmental violations, punished and curbed environmental violations, and ensured the city's environmental safety .
Here, two pieces of work should be particularly praised. First, straw burning is prohibited. After the Provincial People's Congress passed the regulations last year, our city, as the largest grain-producing area in the province, fought a beautiful straw burning ban with the efforts of the county and city leaders. On New Year's Eve, PM10 in surrounding cities was at least 200 to 250, while in our city it was only over 90. While affirming the achievements, we must also be clearly aware that we still face many difficulties and challenges in environmental protection work, and the situation is still very serious. First, the contradiction between accelerating development and protecting the environment has become increasingly prominent. On the one hand, enterprises face great difficulties due to overcapacity and inventory backlog, and the power and strength of pollution control are insufficient; on the other hand, the government has limited financial resources and rigid expenditures on people's livelihood are increasing. From a full perspective, we The city's people's livelihood has accounted for 75.4% of fiscal expenditures, and rigid expenditures and demands are increasing, which has resulted in a corresponding backlog of investment in environmental protection. Second, there is still a gap between environmental quality and people’s expectations. Especially for water and air, there will be new requirements for soil in the next step. There are still some things we have not done well in protecting air quality. For example, the amount of open-air charcoal barbecues is still relatively large, and garbage burning is still common in urban areas and towns. There is even a phenomenon of burning garbage on the street next to the monitoring station.
The exit management of the construction site has not been fully managed. For example, there are two problems in the car wash tank that have not been solved. One is that the water in the car wash tank is not changed frequently, and the other is that the tire flushing device is not turned on. The last question is about the elimination of yellow label cars and old cars. Currently in Xiangyang, there are still cars with National 1 emission licenses running on the road. One car is equivalent to the emissions of 16 cars. Vehicles in poorer condition are basically equivalent to the emissions of 30 cars. Older vehicles must be increased. The intensity of elimination of vehicles and yellow label vehicles. There are still management loopholes in water quality protection. In particular, several sections of the Manhe River are not up to standard, there are illegal constructions upstream of the Shipu Baiwan water intake, the Yujia Lake sewage treatment plant cannot be stably implemented, and the discharge of park enterprises is not yet adequate. Meet the requirements. There are still weak links in environmental monitoring and supervision. A considerable number of small coal-fired boilers are still in use in the no-burn zone, and there are still weak links in supervision. Third, the environmental protection mechanism needs to be improved. The work system and methods are still unable to meet the needs of improving environmental quality as the core. Some cadres do not pay enough attention to their thoughts and do not change their concepts quickly. There is insufficient communication and coordination between units. The monitoring network construction is not enough, and there are few environmental monitoring points, resulting in high average values, etc. This requires us to grasp the main contradictions and do our best to solve outstanding problems.
At present, my country's economic and social development has entered a new normal, and the construction of ecological civilization and environmental protection have also entered a new normal. Since the founding of the Communist Party of China, the Party Central Committee and the State Council have placed the construction of ecological civilization and environmental protection in a more important strategic position and made a series of major decisions and arrangements. The Party's construction of ecological civilization has been elevated from the Party's governing philosophy to a national strategy. 2. Further clarify the goals and tasks, and truly grasp the main direction of the work
All counties, cities and relevant departments must closely focus on the municipal party committee and municipal *** to build provincial sub-central cities and the development strategy of the central city in the Han River Basin, in accordance with the requirements of the municipal government's "Environmental Protection Task List", clarify the work priorities, and make every effort to promote it to ensure full completion. The focus is on four aspects:
First, we must strictly adhere to the bottom line of total emission control and fully complete the emission reduction targets and tasks. Combined with the "Ten Measures for Water" and "Ten Measures for Gas", increase the total amount of volatile organic compounds control factors to effectively control PM2.5 and ozone pollution, and establish a total amount covering industrial sources, mobile sources, domestic sources, agricultural sources and other fields. Emission reduction system. Without a total amount, projects will not be promoted. Therefore, while we are developing the economy, we must ensure that we complete the emission reduction tasks. Especially for new projects, we must do a good job in circular economy.
The second is to vigorously control air pollution and promote continuous improvement of air quality. The atmosphere is closely related to our production, life, and environment. The air quality improvement goals issued by the province to our city in 20** are: the average annual concentration of PM10 is reduced to 95 μg/m3, a 12% decrease from the average annual concentration in 20**, PM2.5 is to be reduced year-on-year, and the number of days with good air throughout the year is AQI ≤ 100 reached 224 days, 18 days more than in 20**. This year’s assessment standards are also different from previous years. The provincial government has introduced an atmospheric ecological compensation system and added PM2.5 assessment. The third is to increase management and protection efforts to ensure that the water quality of the Han River remains stable. Accelerate the announcement and implementation of the "Work Plan for Water Pollution Prevention and Control Plan in Xiangyang City", focusing on the "One River" Han River, the "Five Rivers" Beihe, Nanhe, Xiaoqing River, Tangbai River, Manhe, and the "Four Reservoirs" Cuijiaying, Wangfuzhou, Sandaohe, Focus on the protection and management of the four large reservoirs in Xionghe River and strengthen source control. 3. Further clarify job responsibilities and form a joint effort to focus on management work
Environmental protection is not the responsibility of the environmental protection department alone. First, local governments at all levels must be responsible for the environmental quality of their jurisdictions. This year we must put rural environmental protection work on the important agenda and solve the three major problems in rural areas. The first is the garbage problem. Our city's current waste treatment capacity can meet the needs of urbanization, but in five years the treatment capacity will not be enough, and new waste treatment plants will be needed. Otherwise, we will face the problem of garbage siege. The second is the water problem. Groundwater pollution in rural areas is catastrophic. The average COD of groundwater in the entire Jianghan Plain is between 20 and 28. If it exceeds this standard, it means it is not up to standard, so efforts must be made to improve water resources. The third is to improve rural living habits and conditions. It is still a very bad habit to throw away garbage everywhere, especially in the "Three North" areas of Zaoyang North, Laohekou North, and Xiangzhou North. If you don't correct the bad habit, you will face serious problems in the next step - the South-to-North Water Diversion Project If the 770 million cubic meters of water is contaminated, it will be a catastrophic problem.
Second, the environmental protection department must implement unified supervision and management of the city's environmental protection work. Environmental protection departments must be good referees and blow the whistle well. It is necessary to effectively implement various plans and plans for environmental protection, and urge all counties, cities, departments, and industrial enterprises to implement environmental protection tasks and measures in accordance with the law. We must combine our own work responsibilities to control the pollution discharged by industrial enterprises. In addition to increasing efforts to control sewage and smoke dust, we must also control VOCS this year. VOCS is a very important source of PM2.5. PM2.5 is becoming the primary air pollutant in our city and must be controlled. Several power plants have large emissions. It is not enough to just meet the standards. We must strive to achieve ultra-low emission transformation. All small coal-fired boilers in urban areas must be phased out this year. Those that have not been phased out after the end of June will be severely punished and severely fined or even banned.
Third, departments responsible for environmental protection supervision must fully support the environmental protection departments in their work. It is necessary to effectively carry out the environmental protection work within their respective responsibilities according to the division of responsibilities, strengthen cooperation and coordination with the environmental protection departments, work closely, and jointly link the responsibilities of each department, and gradually build a system of *** leadership, department linkage, joint management, and A large-scale pollution prevention and control pattern with the joint participation of the whole society. The Municipal Construction Committee must speed up the construction of urban sewage treatment facilities and supporting sewage pipe networks. The Yuliangzhou and Guanyinge sewage treatment plants will be upgraded to improve the sewage treatment rate and treatment effect. This year, the problem of stable implementation of the Yujiahu sewage treatment plant must be thoroughly solved, and Xiangcheng District must do a good job in cooperating. The Municipal Urban Management Bureau should do a good job in the daily cleaning and cleaning management of urban roads and garbage removal, and cooperate with urban police to prohibit garbage trucks from bringing mud on the road and flying and leaking, prohibiting burning of garbage, and prohibiting open air Charcoal barbecues and open-air painting operations are prohibited.
We must do a good job in dust control at construction sites and commercial mixing stations, and implement strict management and heavy penalties. The urban management bureau should strengthen the cleaning of urban roads, and counties and cities where conditions permit should also strengthen supervision and clean at the same time in central urban areas. It is necessary to strengthen the standardized management of garbage burning, especially open-air burning of garbage is very common in Xiangyang, and must be corrected slowly, otherwise it will have a great impact on the atmosphere.
The Municipal Public Security Bureau must strictly implement the regulations on motor vehicle bans and restrictions, and in particular, must speed up the elimination of high-polluting emission vehicles such as yellow-label vehicles and old vehicles. According to estimates, the emissions of a yellow-label vehicle are equivalent to the emissions of 28 National IV green-label vehicles, and the emissions of a heavy-duty truck are equivalent to the emissions of about 100 cars. The amount of pollution is very large. We must resolutely eliminate old vehicles that fail environmental inspections and prohibit heavy trucks from entering central urban areas. The Municipal Economic and Information Technology Commission must resolutely eliminate backward production capacity, conduct clean production audits on key industries such as steel, cement, chemicals, and non-ferrous metal smelting, and implement clean production technology transformation. In particular, it is necessary to control VOCS in the industrial field, especially to strengthen the management of automobile repair shops.
The Municipal Development and Reform Commission must strictly control overcapacity industries and identify and clean up overcapacity projects that have been completed and put into production. In particular, we must control total coal consumption and strive to reduce the proportion of coal consumption in total energy consumption to less than 60%.
The Municipal Transportation Bureau must control ship pollution and ensure the frequency of salvage operations to ensure that there are no obvious floating objects on the river surface. It is necessary to control road pollution on exit roads and organic waste gas pollution from car 4S shops and spray paint booths at repair stations. Damaged roads on exit roads must be repaired in time. It is necessary to strictly investigate and punish over-limit and overloaded vehicles to reduce dust pollution along the highway caused by flying and leaking.
The Municipal Agricultural Committee should strengthen the construction of manure treatment facilities for livestock and poultry breeding enterprises, handle dead poultry and livestock, and control non-point source pollution such as pesticides and chemical fertilizers. It is necessary to introduce policies to encourage the comprehensive utilization of straw resources, vigorously promote comprehensive utilization technologies such as returning farmland straw to the field, decomposing straw to make fertilizer, straw feed, and making biomass fuel from straw, so as to increase the comprehensive utilization rate of straw to 85%. Most of last year's burning fires were caused by stubble that was too high for farming. The Municipal Commerce Bureau should formulate a subsidy policy for the renewal and elimination of yellow-label vehicles as soon as possible, and actively promote the comprehensive implementation of the early elimination of "yellow-label vehicles". It is necessary to ensure the comprehensive supply of vehicle gasoline and diesel that meet the national fourth-stage standards, and urge the city’s gas stations, oil storage depots and tank trucks to comprehensively complete oil and gas recovery management. The Municipal Water Conservancy Bureau should organize urban areas to increase the demolition of illegal buildings within river embankments. Illegal construction must be strictly stopped. The Municipal Administration for Industry and Commerce must severely crack down on and prohibit the sale of loose coal within the urban combustion-free zone, increase the frequency of random inspections of oil products at gas stations, and prevent counterfeit and substandard oil products from flowing into our city.
The Urban Management Bureau also wants to prevent citizens from using small stoves to boil water, and this must be gradually controlled.
There are many departments responsible for environmental protection, such as approval, meteorology, quality supervision, safety supervision, land, forestry, health, etc., and they must conscientiously perform environmental protection responsibilities according to their respective functions.
4. Further strengthen supervision and resolutely curb various environmental violations
Environmental law enforcement must not be too lenient or too soft. We must dare to use heavy blows, use heavy codes, and use force to enforce laws and regulations. We must be sincere, see the truth, and not be afraid of offending others. We must maintain a high-pressure posture of severely cracking down on environmental violations, and crack down on various prominent environmental violations quickly and seriously.
First, we must adhere to the orientation of highlighting environmental issues and strengthen supervision. In accordance with the overall requirements of "full coverage, zero tolerance, clear responsibilities, strict law enforcement, and emphasis on practical results", we must target various dust pollution emission sources, small coal-fired boilers still in use in urban areas, burning straw and garbage, illegal discharge of wastewater and Industrial enterprises that produce waste gas, transport trucks with flying and leaking slag, and open-air charcoal barbecue stall owners strictly enforce the law. We will detect and investigate every violation found, dare to confront the tough, and never show mercy, whether it is a central enterprise or a provincial enterprise. A strong deterrent must be formed to force companies and other owners to consciously respect and abide by the law.
The second is to thoroughly investigate the weak links of pollutant discharge units and environmental management. Comprehensively and thoroughly investigate potential environmental risks, severely crack down on all types of environmental violations in accordance with the law, and achieve the "four no-misses", that is, no let-off without investigation, no let-off until clarified, no let-off unless dealt with, and no let-off unless rectified. to ensure that supervision and enforcement are in place. 5. Further strengthen accountability and ensure the implementation of tasks
First, we must strengthen the management of environmental protection work responsibility targets. The letter of responsibility is the military order. The assessment must focus on improving environmental quality. The assessment of total quantity, atmosphere and water is based on the "Detailed Assessment Rules for the Total Emission Reduction of Major Pollutants in Hubei Province" and the "Notice of the Municipal Environmental Commission on Improving Cross-border Water Quality" ” and “Trial Measures for Assessment of the Implementation of the Municipal Air Pollution Prevention and Control Action Plan” were carried out respectively.
