According to the provisions of the Criminal Procedure Law of People's Republic of China (PRC), except for the economic cases stipulated in the separate law, other criminal cases must generally be under the jurisdiction of the people's courts at or above the intermediate level. Therefore, the Daitou Court in Xiuyu District has no right to hear criminal cases, and can only accept general civil cases. Grass-roots courts refer to courts established at or above the county level and are part of the people's courts.
