Chapter 1 General Provisions Article 1 In order to rationally develop and utilize aerial cloud water resources, effectively prevent and mitigate meteorological disasters, standardize and strengthen the management of artificial weather modification, in accordance with the Meteorological Law of the People's Republic of China and the National Meteorological Law ", "Artificial Weather Modification Management Regulations" and "Gansu Provincial Meteorological Regulations" and other relevant laws and regulations, combined with the actual situation of the province, these measures are formulated. Article 2 These Measures shall apply to artificial weather modification and management activities within the administrative region of this province. Article 3 People's governments at or above the county level shall incorporate the development of artificial weather modification into the national economic and social development plan, and the funds required to carry out artificial weather modification work shall be included in the fiscal budget at the same level.

The people's governments at or above the county level should strengthen the leadership of artificial weather modification work within their own administrative regions, establish and improve the command and coordination mechanism of artificial weather modification work, establish artificial weather modification work institutions or equip relevant personnel, strengthen artificial weather modification work Construction of weather-affected operating units and infrastructure construction at operating points. Article 4 Meteorological authorities at or above the county level, under the leadership of the people's government at the same level, are responsible for the management, guidance, organization and implementation of artificial weather modification activities within their respective administrative regions.

Relevant departments such as development and reform, finance, public security, agriculture, forestry, water conservancy, land and resources, civil affairs, environmental protection, work safety supervision and management, civil aviation, communications, etc. shall, in accordance with their respective responsibilities, carry out artificial weather modification related work. Article 5 People’s governments at or above the county level encourage scientific and technological research on artificial weather modification and the promotion and application of advanced technologies. Meteorological authorities should organize and carry out research on artificial weather modification in disaster prevention and reduction, climate change, ecological environment protection, ensuring the safety of agricultural and animal husbandry production, and the development and utilization of cloud water resources. Article 6 People's governments at or above the county level shall commend and reward units and individuals that have made outstanding achievements in artificial weather modification work. Chapter 2 Organization and Implementation Article 7 Meteorological authorities at or above the county level shall, in conjunction with the development and reform, agriculture, forestry, environmental protection and other relevant departments at the same level, prepare a development plan for weather modification undertakings and a weather modification work plan within their respective administrative regions, and submit a report It shall be implemented after approval by the people's government at the same level. Article 8 Meteorological authorities at or above the county level shall, under the organization of the people's government at the same level, formulate emergency plans for artificial weather modification emergencies in conjunction with relevant departments and units.

If a safety accident occurs during artificial weather modification work, the local people's government shall organize rescue and disposal in a timely manner, and report to the people's government at the next higher level and the meteorological authority. Article 9 For the location of artificial weather modification operations, the municipal (state) people's government shall propose a layout plan in accordance with relevant regulations based on local climate characteristics, geographical conditions, transportation, communications, population density, etc. and the opinions of the county (city, district) people's government. Report to the provincial meteorological authority in conjunction with the flight control department for determination.

The determined location for artificial weather modification operations shall not be changed without authorization. If it is indeed necessary to change, it shall be re-determined in accordance with the provisions of the preceding paragraph.

The township (town) people's government and the village (resident) committee where the weather modification operation is located are responsible for the protection of weather modification operation facilities. Article 10: Units and operators engaged in artificial weather modification operations shall implement a qualification and qualification recognition system.

Units that perform artificial weather modification operations should obtain a weather modification operation unit qualification certificate, and their operators should obtain a weather modification operator qualification certificate before they can engage in artificial weather modification operations. Article 11 Units that implement artificial weather modification operations shall meet the following conditions:

(1) Have legal person qualifications;

(2) There shall be no less than two operation commanders, each with no less than two personnel. There should be no less than three people working on Taiwan's rocket launcher, and no less than four people working on each anti-aircraft gun;

(3) There are anti-aircraft guns, rocket launchers, artificial rain-enhancing shells, rocket magazines, etc. facilities, and comply with national mandatory standards and relevant safety management regulations;

(4) Have communication tools to maintain contact with the weather modification operation command system and flight control departments;

(5) Have a complete operating airspace declaration system, operating safety management system, and maintenance, transportation, storage, and custody systems for operating equipment. Article 12 Those who apply for a qualification certificate for artificial weather modification operations shall submit the following materials:

(1) Written application;

(2) Unit legal person organization code certificate;

(3) Basic information and qualification certificates of operators;

(4) Operation equipment certificates;

(5) Catalog of relevant safety management systems. Article 13 For the qualification certificate of an artificial weather modification operation unit, the applicant shall apply to the local meteorological authority. The meteorological authority shall complete the review within seven days from the date of receipt of the application. For those who meet the conditions specified in Article 11 of these Measures, Report to the provincial meteorological authority for certification.

Applicants can also apply directly to the provincial meteorological authority. The provincial meteorological authority shall complete the identification work within 20 days from the date of accepting the application. For those who meet the conditions, the applicant will be issued a qualification certificate for artificial weather modification operations; for those who do not meet the conditions, the applicant will be given a written explanation of the reasons.

Article 14 Personnel performing artificial weather modification operations shall meet the following conditions:

(1) Over 18 years old and in good health;

(2) Trained by the provincial meteorological authority , be proficient in the business specifications, safety regulations and operational skills of artificial weather modification operations, and pass the assessment.
